SOR can be obtained from Sacha.King-Botha100@mod.gov.uk CYBER Risk assessment reference; RAR-H2KA8RAG (LOW) Expected Contract Length 15 Months + 4 Months options period Latest start date Monday 26 October 2020 Why the Work is Being Done Collective training is how the Army turns individual soldiers into cohesive teams (from two or three to several thousand) able to fulfil collective roles. The Collective Training Transformation Programme (CTTP) will transform this training to match ever-more-complex future threats, through digitalisation, simulation, a different relationship with industry, and by changing how and where we train. This encompasses all the equipment and services that support collective training, as well as the organisation and culture of its delivery. The CTTP is mandated to deliver the Future Collective Training System by 2025. This work is towards OBC submission in Dec 21. Problem to Be Solved Technical and financial expertise is required to deliver outputs required for CTTP's Outline Business Case, due for submission in Dec 21. These include dependencies analysis, risk management, scheduling, technical coherence, benefits planning, cost modelling and technical options development. Who Are the Users As a programme manager I need to deliver an Outline Business Case for the CTTP in Dec 21 so that the Army can conduct transition to the Future Collective Training System by 2025. Work Already Done CTTP has progressed through concept phase and delivered its Strategic Outline Case to the MOD's Investment Approvals Committee in Jul 20. Requirement setting, organisation design, architecture and cost estimating are in process. Existing Team The CTTP has an established structure working across Army HQ (Andover) and Defence Equipment and Support (DE&S, Bristol). The team will co-work with military, civil service and contractor staff. Current Phase Discovery Skills & Experience • Knowledge and experience working on Defence category A procurement programmes • Production of business cases, the MAID process and engagement with MOD central scrutiny • Knowledge of Army collective training conduct and management • Knowledge of Defence financial programming and capability management, including capability audit and balance of investment processes. • Whole-life cost modelling across the Defence Lines of Development, including value for money analysis and articulation of risk/uncertainty to inform CTTP's investment appraisal. • Technical expertise to support coherence with related Defence projects, particularly in the areas of simulation, data gathering/evaluation and digital systems. • Detailed understanding of digital and business architecture. • Organisation and cultural change management. • P3M and MSP understanding to support programme management and scheduling. • Options analysis, including generation of a Concept of Analysis, decision support and articulation of an economic case (COEIA) for a business case. • Risk, assumptions, issues, dependencies and opportunities (RAIDO) management. • Benefits analysis, including profiling and production of a benefits realization plan. • Programme and project scheduling using MS Project Online. Work Location Army HQ, Andover, supplemented with remote working at supplier’s location due to current COVID-19 restrictions. Working Arrangments The routine place of work will be Army HQ, Andover pending return to normal working conditions post COVID-19. Remote working is possible and will be the primary arrangement during COVID-19, with attendance at AHQ for specific meetings. The selected tenderer for this requirement is not be restricted or prohibited in bidding for any future CTTP work. 2. Please could the Authority confirm the weighting of marks for each of the 100 word responses? There is no weighting against each question, each question will be scored either 0 (Not met or no evidence), 1 (Partially met), 2 (Met) or 3 (Exceeded). We have allocated out of the 50% Technical marking, 35% technical, 10% written proposal and 5% nice to have. 3. Are you able to provide us with the Statement of Requirement (SOR) to ensure that we fully understand the opportunity. Please provide details of the budget available for this work. The Authority will not be releasing the budget as we want to achieve value for money through competition. 5. Please Refer to Question 1. The answer to this question has now been updated to the following; This answer replaces the initial answer given to Question 1; Given the fact that the successful bidder would have access to commercially sensitive material, the successful bidder would have to be excluded from a future competition for a strategic partner to CTTP. 6. Please confirm – the full written proposal will be required after initial down select to 5 bidders i.e. the written proposal will not be required until after the stated deadline (9th Sept)? The successful down-selected bidders will be issued a template in order for a full written proposal, cultural fit and price to be submitted.
