It runs, maintains and develops the core physical infrastructure of the network To deliver the development phase of the project, Stage 2 and 3, in the most economical way a BASIC ASSET PROTECTION AGREEMENT (BAPA) is necessary to be in place with Network Rail to allow for suitable levels of support as the project is developed.
