Tender description

The purpose of this Periodic Indicative Notice (PIN) is to notify the supply market of Network Rail's future tender opportunity for the provision of structure gauging measurement surveys. Interested parties shall be capable of carrying out structure surveys by use of part/fully automated surveying platforms. Structure gauging measurement surveys are required where a structure has not been surveyed within the frequencies dictated by the standards (NR/TRK/3201 and NR/TRK/3203) and where the Structure Gauging Train (SGT) is not able to capture survey data, either because it is in a location not reachable by the SGT train or as it's in an area that will not be captured often enough by the SGT train. The purpose of this Periodic Indicative Notice (PIN) is to notify the supply market of Network Rail's future tender opportunity for the provision of structure gauging measurement surveys. Interested parties shall be capable of carrying out structures surveys by use of part/fully automated surveying platforms. Structure gauging measurement surveys are required where a structure has not been surveyed within the frequencies dictated by the standards (NR/TRK/3201 and NR/TRK/3203) and where the Structure Gauging Train (SGT) is not able to capture survey data, either because it is in a location not reachable by the SGT train or as it's in an area that will not be captured often enough by the SGT train. Gauge clearance has to be managed so that there is adequate clearance between vehicles and structures and between vehicles passing on adjacent lines. The data is analysed against vehicle models and standard gauges, the results are used by Network Rail to monitor clearances and to supply the rail industry infrastructure data that can be used to aid vehicle introduction. All clearance information for all structures recorded on the network is stored in the National Gauging Database (NGD). Interested parties shall be capable of carrying out structures surveys by means of part/fully automated surveying platforms. For instance, data collected includes but is not limited to: spatial, track geometry, positional and Infra-red video. The spatial, track geometry and positional data is combined post measurement into an XML file. The video data is used to manually validate and clean the spatial data. The procurement for this requirement will be offered out to the market via Network Rail's procurement platform BravoNR issued through the technology — Supplier Qualification System (SQS) under the following category: — SQS — Infrastructure Monitoring of Infrastructure The SQS has been established to provide a single platform for suppliers to register against multiple technology specific categories. Qualification will negate the need for a supplier to complete Network Rail’s mandatory and discretionary questions every time they are invited to participate in a competitive process. Registered and qualified suppliers on the SQS can be considered by Network Rail for contract opportunities without further notification of requirements published via the Official Journal of the European Union. The Periodic Indicative Notice is issued solely for the purpose of informing the market of this potential forth coming opportunity. Interested parties must register under Technology — Supplier Qualification System (SQS) not later than 18 December 2020. This PIN does not constitute a call for competition to procure any services, supplies or works mentioned in this PIN. Network Rail will not accept any proposals offered in response to this PIN. Network Rail is not liable for any costs, fees, or expenses incurred by any party in replying to or attending any PIN event. Any procurement of any services, supplies or works by Network Rail will be carried out strictly in accordance with the provisions of the Utilities Contracts Regulations 2016. The indicative timeline to launch this tender is week commencing the 11 January 2021.
