Tender description
NHS Digital is seeking to procure a new contract for the provision of a payroll and pensions service. This Prior Information Notice (PIN) informs the market of the potential opportunity should a contract notice be published at a later date. We envisage the potential contract will be for a fully managed payroll provision with an initial term of two years with an optional extension of a further twelve months. We envisage this to include end to end payroll processing including a service to manage overpayments recovery and expenses processing as well as a fully managed NHS pension provision. Before any formal procurement commences, NHS Digital wants to actively engage with potential and suitably experienced suppliers in the market to help understand what solutions they can deliver and how and what could be delivered. To that end we are running a running a "request for information" (RFI) exercise which sets out in summary the background to the requirement and our current vision and requests suppliers to provide some structured feedback via a series of questions. Participation in the RfI is entirely optional and neither advantages nor disadvantages any potential tenderers participation later should NHS Digital publish a formal contract notice and invitation to tender. You will then be able to download the RfI details and document. Potential providers are advised that participating in the RfI exercise does not: - constitute a formal expression of interest, intention or commitment to submit a tender response, - give any advantage over any potential provider(s) who do not participate in the RfI. The contracting authority may, without prejudice, use feedback from the WebEx to help inform the development of the potential requirement. The short description of the potential services in this Early Engagement Notice is, therefore, subject to change. Potential providers are advised that should the contracting authority subsequently publish a formal contract notice, the procurement will be managed (including the submission of tender responses) via the contracting authority's e-procurement portal, Bravo.
