Covid-19 is deemed by public health officials and the World Health Organisation to be serious and its consequences pose a risk to life. The current unprecedented situation the UK is facing relating to the Covid-19 virus means that urgent responses are required in order to be able to react accordingly. Hampshire County Council will be setting up a designated area at Southampton Airport for a temporary Mortuary. Due to the rapid spread of the Covid-19 virus, this facility will need to be operational within a couple of days, meaning a competitive procurement procedure is not feasible to be undertaken. Any delay in the operational set up of the facility will undermine the County council’s Integrity, affects its reputation and may provide risk to residents in Hampshire and beyond. With reference to the identified need for the supply of temporary mortuary: • the request is in order to secure on as immediate a basis as possible the product/service identified in this document in response to the unforeseen event of the Covid-19 Coronavirus pandemic; • the supply market has faced unprecedented levels of acute demand for the product/service identified in this document, making it challenging to secure supplies, and to do so in the quantities required and at appropriate or reasonable prices. This order represents acceptable value for money in the light of current market conditions for the product/service identified in this document, and secures critical strategic supply of essential products/services in the wake of nationwide demand pressures.
