Tender description

Doncaster Council is seeking experienced extra care providers in order to establish a flexible framework agreement for the provision of scheduled care and/or on site 24/7 services to people living within an extra care scheme setting and in any potential future extra care sites within the Borough of Doncaster under the ‘Light Touch Regime’. It should be noted the council reserves the right to reopen the framework over its life time for new providers at its sole discretion (the framework is more fully described in Lot 1 below). As part of the establishing the framework agreement there will be an opportunity for the providers to submit tenders for a call-off contract for the following three existing schemes: Lot 2: Charles Court; Lot 3: Rokeby Gardens; Lot 4: Swallowdale. Only providers accepted onto the framework agreement (lot 1) will have their tenders for the call-off contracts evaluated. It should be noted that being accepted onto the open framework is no guarantee of work. The establishment of this flexible framework agreement for the provision of scheduled care and/or on site 24/7 services to people living within an extra care scheme setting and in any potential future extra care sites within the Borough of Doncaster is being conducted under the ‘Light Touch Regime’. Details of the light touch regime can be found in section VI.3) of this notice. It should be noted the Council reserves the right to reopen the framework over its life time for new entrants at its sole discretion. Being accepted onto the open framework is no guarantee of work, but will allow providers to view and tender for call-off contracts. Call-off contracts may be available at any point during the life of the open framework and will only be available for those providers on the framework. Specific details for individual services will be published at call-off stage, this will include pricing, contract length, specification and call-off terms and conditions. Tenders submitted at call-off stage will be assessed against appropriate criteria relating to how the provider will deliver the specific opportunity. Call-offs terms and conditions will take precedent over the framework terms and conditions. As described in the short description above there is a current opportunity for providers to bid for three call-off contracts. Only providers accepted onto the framework agreement (lot 1) will have their tenders for the call-off contracts evaluated. It should be noted that there is no obligation on providers to tender for the call-off contracts to be accepted on to the framework agreement.
