Tender description

The City of London Corporation (the ‘City’) invited tenders for a Rough Sleeping Outreach Service (the ‘Service’). The Service aims to meet the needs of rough sleepers and those engaged in the associated street culture as outlined in the City Homelessness strategy. The Service will provide all rough sleepers with a holistic, tailored,wrap-around support that will: — build trust and relationships with the individual rough sleeper, — use a personalised and strengths-based approach, — prevent individuals from revolving around services and/or returning to the streets, — progress individuals towards independence in an assertive and timely manner, — ensure individuals are given accurate advice on their rights, responsibilities and entitlement. The Services procured from the proposed contract are classified under Schedule 3 of the Public Contracts Regulations 2015 as ‘Health and social work services’. Therefore, the Services advertised in the Official Journal of the European (OJEU) contract notice fall among those listed in Annex XIV to Directive 2014/24/EU and the full obligations set out in that directive do not apply. For the avoidance of doubt, the contract is procured in accordance with the Public Contracts Regulations 2015 Regulations 74 to 78, more commonly known as the light touch regime. The precise procurement process to be used was described in the procurement documents. The procurement ran as a one stage process, resembling the open procedure and its main features - which includes the core elements of the Standard Selection Questionnaire (SQ). Any organisation that considered itself able to meet the requirements of the selection criteria within the Qualification Envelope was invited to submit a tender. The description of the Rough Sleeping Outreach Service was set out in the procurement documents, particularly the Specification— available from: https://www.capitalesourcing.com. The duration of the contract is three (3) years, with the option to extend up to two (2) further years in annual increments. Organisations should note that the maximum budget for this service will be up to GBP 2 250 000.. The estimated total value of the contract was also stated in II.1.5) and II.2.6) of the OJEU contract notice and is for the entire duration. Organisations were made aware that due to the contract value (of the Service), any contract formed as a result of this procurement process was to be executed as a deed. Organisations were advised to seek independent legal advice on the implications of this prior to submitting their tender, where appropriate.
