To comply with government requirements during the Covid 19 pandemic to accommodate rough sleepers. "Everyone in Scheme". This contract was a direct award due to reasons of extreme urgency as detailed in Procurement Policy Note 01/20 - Responding to Covid-19 and under the regulations 32 (2) (c) under the Public Contract Regulations 2015.
