The Health Research Board (HRB) is a state agency that supports research and provides evidence to prevent illness, improve health and transform patient care. The HRB has 61 staff. Our annual budget is in excess of EUR 45 million and we manage a research investment portfolio of approximately EUR 200 million. The agency is funded mainly by the Department of Health, and Board members are appointed by the Minister for Health. The HRB is now seeking to obtain a licence for a bibliometric tool with the following characteristics: Platform • cloud-based, • stable and reliable, with guaranteed recovery times should there be any disruption to service, • access and usability independent of hardware and browser, • must adhere to the GDPR principle of ‘Privacy by design and default’, • ideally allow for potential integration with the HRB Grant Electronic Management System (GEMS, https://grants.hrb.ie) since invitation to peer reviewers are sent out via GEMS.
