Tender description
The authority wishes to award a contract, or two separate contracts, for the provision of Heritage Consultancy and Conservation Architecture Services (Lot 1) and Conservation Engineering Services (Lot 2). Cared for by City of York Council, the City Walls (and St Mary’s Abbey Precinct Walls) are a major feature of the City of York’s historic environment and are well-used by residents of, and visitors to, the city. The Council retains a team of skilled stonemasons to carry out works on the walls and has committed one million Pounds Sterling (GBP 1 000 000) to the conservation needs of the City Walls over the next three (3) years. Further information on the scopes of service required for each lot is contained within the ITT documents. Lot 1: The Council requires the production and delivery of a refreshed conservation management plan in order to inform a programme of works, maintenance and improvements to the City Walls in York. Informed by above, the supplier will ensure that the Council meets its statutory responsibilities to protect the City Walls and those using them from harm (including, but not limited to, obligations under the Ancient Monuments and Archaeological Areas Act 1979). The supplier shall set out day-to-day management policies and long-term management strategies. In order to capture relevant information to inform the refreshed conservation management plan, the provider will be expected to meet with the Council’s Client Group (including the City Archaeologist, Conservation Architects, Ecologist and the City Walls Manager) as often as necessary to capture information, data and feedback. The supplier shall supply a provision of conservation architecture and heritage consultancy services to support a three (3) year programme of reactive repairs, routine conservation works and conservation-led capital works to be carried out either by the Council’s Direct Labour Team or separately appointed contractor(s) including: — undertaking the role of designer or principal designer (in accordance with the Construction Design and Management Regulations 2015) for reactive repairs and routine conservation works where required by the Council, and for all conservation-led capital works, — attendance at site meetings with Council and the relevant members of the client/project team, — the preparation of applications for planning permission (including listed building consent) and scheduled monument consent, including attendance at meetings with the Council, and/or Historic England, — the provision of guidance on third-party funding applications where required, — the design, delivery (in partnership with the Council) and analysis of stakeholder (i.e. York residents and visitors and special interest groups) engagement strategy where required. Lot 2: The Council requires the provision of conservation engineering services to support a three (3) year programme of works to be carried out either by the Council’s Direct Labour Team or duly appointed contractor(s). In conjunction with the Council and according to its risk-based schedule of structural inspection that dovetails with the Council’s Highways Asset Inspection Plan, undertaking ongoing inspection, monitoring and reporting of the condition of the City Walls; Undertaking urgent inspections and reporting in cases where the City Walls pose an immediate and significant risk to the public or are at immediate risk of significant deterioration; Undertaking the role of Designer or Principal Designer (in accordance with the Construction Design and Management Regulations 2015) for reactive repairs, routine conservation works and capital works where required by the Council, including undertaking investigations and structural assessments and producing works specifications; Attendance at site meetings with relevant members of the client and project team as necessary.
