Tender description
The Contracting Authority requires an effective tool for the screening of chemical products entering the Irish market suspected of containing substances which have been restricted or banned in the EU market under the REACH Regulation. The handheld X-ray fluorescent (XRF) analyser has been identified as an efficient tool for the purpose of screening chemical products. In order to fulfil the Authority’s strategic goal in enforcing market surveillance requirements of chemical products sold on the Irish market specifically focusing on the restricted chemical substances listed on Annex XVII of REACH, a cost effective method for screening products (substances, mixtures and articles) for the presence of restricted or banned chemicals is of high importance. Efficient monitoring of imports can help to ensure that non-compliant chemicals are not present on the Irish market. There is a need to select samples of products for accredited testing and analysis to check compliance with REACH requirements. Screening of a large number of products needs to be facilitated. Handheld or compact and portable devices provide this option. The XRF analyser provides qualitative and quantitative characterisation of numerous materials and allows for an initial screen of products. The HSA operates in a variety of environments and requires portable systems that can be transported to where they are required. Inspection of consignments or products will take place in various locations. The XRF will be used on-site at inspected company’s premises and is expected to enable rapid results to be obtained and instant decision making regarding possible compliance, thereby improving inspection effectiveness.
