Tender description
RM Wynt Ltd (a wholly owned subsidiary of The Royal Mint Ltd) are seeking to appoint a supplier to provide electricity to the Royal Mint by financing, designing, installing, commissioning, operating and maintaining a Local Energy Centre (LEC) which shall consist of a Combined Heat and Power plant (CHP), as well as battery storage and offsite solar panel technology. As stated the LEC shall be used to generate, store and supply electricity to the Royal Mint site at Llantrisant, Pontyclun, CF72 8YT (Site). The CHP (including battery storage) will be located and built at the Site and the successful supplier shall enter into a 20-year and 6-month lease with RM Wynt Ltd’s parent,The Royal Mint Ltd. Potential suppliers are asked to note that the solar panels will not be located at the Site and therefore potential suppliers should be prepared to have separate direct arrangements in place with local land agents regarding the siting of the solar panel technology. The successful supplier will be responsible for all arrangements and necessary planning permissions required in relation to the siting of such solar panel technology. It is the intention that all other contractual arrangements relating to the LEC will be between RM Wynt Ltd and the successful supplier. It is expected that the generation of power from the LEC shall commence in Autumn 2021. To clarify, the cost of electricity generated from the LEC and all associated costs associated with such generation are to be covered and met by the successful supplier. Such electricity shall then be purchased in accordance with the terms as set out in the procurement documents. Due to the sensitivity of the information contained in the procurement documents, access to such procurement documents shall be granted to potential suppliers once a signed non disclosure agreement has been entered into to RM Wynt Ltd’s satisfaction. Potential suppliers are required to contact Stuart Mitchell via email at stuart.mitchell@royalmint.com RM Wynt Ltd reserves the right to change without notice the procedure for awarding the contract, to reject all or any bids for the contract, to terminate the process and not to award a contract at any time without any liability on its part. No contract will be created between RM Wynt Ltd and any party until a contract is executed between RM Wynt Ltd and the successful supplier. RM Wynt Ltd is not liable for any costs (including any third party costs fees or expenses) incurred by those expressing an interest in or tendering for this contract opportunity. Any agreements entered into will be governed by the law of England and Wales and will be subject to the exclusive jurisdiction of the courts of England and Wales.’
