Tender description

A development services agreement with respect to the ‘Mid-Cornwall Metro Enhancement Scheme’ to to develop infrastructure enhancement options aimed at supporting an increase in train services on the Newquay Branch, extending services on to the Cornwall Main Line and on to the Falmouth Branch line. This work will be carried out with Network Rail’s signalling renewal project in Cornwall throughout its control period 6 providing an opportunity to maximise efficiencies if this project can be delivered at the same time. Services • appointment of all relevant supporting project resources; • progress reporting to the customer; • consultation with the Great Western Railway Project Interface Manager; • administration and management of internal Network Rail procedures and reporting; • provision of resource to draft agreements required for the next stage of work; Design • feasibility and early designs, application of rail regulation and standards, any significant deviations or derogations from standards to be detailed in the feasibility and design reports. Survey works Ground investigations, topographical surveys, track bed investigations, buried services searches. Deliverables • value management output definition workshop, tregoss moor loop feasibility report and general arrangement track drawing; • newquay station second platform feasibility report and general arrangement track drawing; • newquay, tregoss Moor loop, goonbarrow and replacement of token working with axle counter to St Blazey Signalling Scheme Plans to preliminary approval; • cost estimate report; • draft agreement(s) and estimated costs for the next stage(s) of work. Underlying assumptions • estimates produced on the assumption that Network Rail will be instructed by the customer to undertake the delivery of the full scheme; • actual costs may be subject to the effects of the Covid-19 pandemic; • Network Rail insurance policies to apply.
