YPO are looking for providers to be appointed onto a framework agreement for the provision of a utilities invoice validation and energy management system. The framework is designed to meet the needs of all public sector organisations which includes YPO’s internal requirements. The framework agreement for the supply of utilities invoice validation and energy management system is designed for use in the education market and local authority sectors. This framework is designed to meet the needs of YPO and other contracting authorities by establishing an agreement where the end customer will place the order with the provider and the provider delivered direct to the end customer. YPO currently procures gas for around 7 000 sites and electricity for around 21 000 supplies, covering local authorities, blue light sector, charities, schools/academies and the wider public sector. We are also in the final stages of procurement for a new water framework which will bring additional sites onto our portfolio. We are now looking to supplement these energy supply services with an energy bureau service to support customers that are unable to carry out day-to-day energy management in house. This bureau will predominantly focus on invoice validation, consumption monitoring and performance reporting as well as assistance with industry documentation and compliance. Bill validation is a service which checks that the invoices that a customer receives from their gas, electricity and water suppliers are accurate. An IT system will check each invoice’s contents against certain defined criteria, such as agreed billing and unit rates, estimated reads, amount of consumption, continuation of readings, expected tolerances, etc. A report will then be produced, which will then advise the customer which invoices are correct and can be paid, and which ones can be queried with the supplier.
