The commission includes a number of interrelated elements: — analysis of future health spending; — analysis of future social care spending; — relationship between health and social care spending; — including new models of care and new funding arrangements. The commissioned analysis will need to include: — model the determinants of the demand for health and social care services; — create forecasts for demand and spending for both health and social care services; — compare potential health and social care demand, models and spending to potential scenarios for the funding available; — develop and cost proposals for use of additional funding raised from a potential ‘social care levy’.
