Summary of the work Expert Adviser leading and supporting process mapping, data mapping and workflow across new tools and processes under adoption and implementation across the capital delivery / asset management in the Environment Agency (Flood and Coastal Risk Management arena). Specialist role Business analyst Expected Contract Length 6 months Latest start date Monday 19 October 2020 Maximum Day Rate £450 per day Early Market Engagement The project has been in its implementation phase since early 2019. The project will run through to March 2021. Who Speclialist Work With There is a full IT and Business Team in place for this work. The role will report to the Business team but will work closely with the IT suppliers, Senior Stakeholders as well as the existing IT team and existing business analysts. What Specialists Work On Expert Adviser is required to work on the AIMS: Programme Delivery project within the Environment Agency. This is a continuous improvement project; its goal to introduce new and improve the core system and tools used to promote, prioritise, manage and deliver programme, projects and contract management capabilities; by replacing a number of existing asset management IT systems. Skills & Experience • Must have prior knowledge of the Environment Agencies existing asset management systems: ASITE, ArcGIS. • Must have a working knowledge of the functionality and configuration of the chosen asset management systems. Microsoft O365, Microsoft Project On Line, Microsoft Power BI, FastDraft contract management and ArcGIS. • Must have working knowledge of the asset management processes within the Environment Agency • Must have process analysis (as is v to be), process mapping and process design capabilities • Must have high level data skills, data mapping, data management and data analysis to support structured and streamlined reporting capabilities. • Must have high level data skills, data mapping, data management and data analysis to support structured and streamlined reporting capabilities. Nice to Haves • Knowledge of data migration and ETL tools and processes • Agile development methods and the capturing of user stories • Waterfall development methods and the capturing of user requirements Work Location Work remotely from home Travel required throughout England (Covid_19 dependant) EA Head Office and Suppliers are based in Bristol and London. Our initial thinking / assessment is this roll would sit outside of IR35. This would be reviewed with the chosen supplier as part of forming the contract. 4. It is mentioned that there will be travel required throughout England, is there a sense of the frequency of this travel? The Environment Agency has offices across England. Offices are now only opening at a reduced capacity and where possible staff and suppliers are encouraged to work remotely from home. The EA will continue to follow Government guidance on Covid_19. It is therefore likely that travel will be by exception and infrequent initially but would be reviewed on a needs basis. Technology solutions to support meetings and workshops will be exploited as a default position.
