Tender description

Provision of reactive and planned improvement works across 16 lots. Contractors are be expected to provide emergency call out within 2 hours, 24 hours a day, 365 days a year for a group of properties. Typical reactive works include, but not limited to: • external building fabric repairs and maintenance, • internal building repairs, • works to make safe/secure premises, • repairs to doors and windows, • flooring repairs and replacement, • kitchen and toilet area repairs, • minor alterations and redecorations, • boarding up and glazing, • fire damage and security, • roof repairs and measures to prevent water ingress. Contractors will bid, via mini-competition tenders, for groups of properties within a similar geographical area. Each mini-competition tender will be for a group of a similar quantity (typically 80 to 110) of properties however, LCC reserves the right to increase or decrease this typical group size to meet local market needs. LCC's PAMS will be the first point of contact for building related repair and maintenance work of a reactive nature covering unexpected repairs and minor maintenance repairs across many trade disciplines. Typical planned improvement and maintenance works include, but not limited to: • low value flooring and decoration installations as requested by premise managers, school clients or LCC representatives, • minor alteration and remodeling works, • DDA modifications or improvements, • fire risk assessment works, • small scale refurbishment works. LCC expects building contractors for this lot to have an established specialist building maintenance teams and a local supply chain network. Award criteria quality = 80 %, quality sub-criteria; 1a — social value = 30 % 1b — customer service = 70 % Award criteria price = 20 % •Building improvement works will typically include, but are not limited to: • Delivering the County Council's capital programme. Typically there are circa 300 projects per year • Providing maintenance works of the Council's property assets • Supporting over 350 schools in the maintenance and development of their estates • Provision of small scale new build extensions, refurbishment works, alterations to existing schools and local authority buildings such as offices, care homes, libraries etc. • Small-scale hard landscaping projects. Award criteria Quality = 80 %, quality sub-criteria; 1a - Social Value = 30 % 1b - Service Delivery = 70 % Award criteria Price = 20 % Planned building improvement works will typically include, but are not limited to: • Delivering the county council's capital programme. Typically there are circa 150 projects per year • Providing high value maintenance works to the Council's property assets • Supporting over 350 schools in the maintenance and development of their estates • Provision of medium to large scale new build, extensions, refurbishment works, alterations to existing schools and local authority buildings such as offices, care homes, libraries etc. • Large scale lard landscaping may be required. Typical reactive works include, but not limited to: • Small-scale domestic type plumbing and mechanical engineering activities, generally emergency repairs to maintain service continuity. • Works generally cover Domestic Hot and Cold Water services up to 22mm pipework, Domestic Heating up to 22mm pipework, domestic single panel radiators, sanitary wear and plastic above ground drainage; but may include other items as required to maintain service continuity. • Typical works would include; replacing a tap (single temperature only, no TMVs etc.), fixing a leaking tap, fixing a faulty cistern, repairing a leaking pipe up to 22mm, replacing a TRV on a single panel domestic radiator, replacing a shower head, repairing a toilet soil and vent pipe, changing a wash hand basin, changing a WC etc. • Larger scale emergency repairs would be covered by Mechanical Service Contracts that LCC have in place, which cover all major plant and equipment of a more industrial / commercial scale, and / or which may be related to Legionella control measures and / or remedial works. Contractors will bid, via mini-competition tenders, for groups of properties within a similar geographical area. Each mini-competition tender will be for a group of similar quantity of properties however, LCC reserves the right to increase or decrease this typical group size to meet local market needs. County will be split into a number of geographical areas, with one or more contractors allocated to each area, each providing back-up for adjacent areas Typical planned improvement and maintenance works include, but not limited to: • Works that fall outside the scope of a reactive emergency repair and may be required to provide consistency / continuity of service and ensure a robust permanent repair or alteration. • Small scale domestic type installation works; generally to include Domestic Hot and Cold Water services up to 22mm pipework, Domestic Heating up to 22mm pipework, domestic single panel radiators, sanitary wear and plastic above ground drainage etc.; but may include other items as required. • Works will generally be in the order of £500 to £1000, with only exceptional jobs being up to the £10k covering value. • Generally jobs above £500 will require three separate quotations. Award criteria Quality = 80 %, quality sub-criteria; 1a - Social Value = 30 % 1b - Service Delivery = 70 % Award criteria Price = 20 % Mechanical improvement works will typically include, but are not limited to: • Works to domestic, industrial and commercial mechanical services above £60k, generally large scale planned improvement, repair and / or replacement works. • Works generally include replacement, upgrades or major repairs to boilers, heating pipework, and hot and cold-water services. Typical reactive works include, but not limited to: • Small-scale domestic type electrical activities, generally emergency repairs to maintain service continuity. • Works generally cover domestic consumer units, protective devices up to 100 Amp, small power outlets and accessories, data outlets, lighting, emergency lighting, lighting controls; but may include other items as required to maintain service continuity. • Typical works would include; replacing a broken socket outlet / light switch / light fitting, repairing a faulty luminaire, changing thermostat on the heating controls, fixing a broken data outlet etc. • Electrical Service Contracts would cover larger scale emergency repairs that LCC have in place, which will cover all major plant and equipment of more an industrial / commercial scale. These include main power distribution, lightning protection, fire alarm, security, CCTV, door access systems etc. Contractors will bid, via mini-competition tenders, for groups of properties within a similar geographical area. Award criteria Quality = 80 %, quality sub-criteria; 1a - Social Value = 30 % 1b - Change Management = 70 % Award criteria Price = 20 % Flooring works will typically include, but are not limited to: • Replacement floor coverings including carpets and vinyl • Minor repairs to existing vinyl, carpet and tiled floor coverings • Minor repairs to existing timber block floors • Sanding and sealing of wooden floor coverings • Provide specialist reports on sprung gymnasium floors and sports surfaces • Provide damp proofing membranes and screeds including mastic asphalt • Procedure for dealing with hazardous floor coverings and adhesives Award criteria Quality = 80 %, quality sub-criteria; 1a - Social Value = 30 % 1b - Change Management = 70 % Award criteria Price = 20 % Roofing and guttering works will typically include, but are not limited to: • Provide appropriate access solutions to multi-storey high and low level roof areas • Repairs to pitched roofs including slate and concrete tiled finishes • Repairs to flat roof coverings including 3g mineral felt, liquid and grp/resin bonded finishes • Provide specialist reports and solutions to remedy water ingress • Provide damp proofing membranes and screeds including mastic asphalt • Procedure for dealing with hazardous roof coverings and adhesives • Repairs/replacement of fascia boarding and rain water goods Manufacturers systems are often specified and Contractors will be required to demonstrate their approval to install these systems during future mini-competitions. Award criteria Quality = 80 %, quality sub-criteria; 1a - Social Value = 30 % 1b - Change Management = 70 % Award criteria Price = 20 % Painting and decorators works will typically include, but are not limited to: • External decoration works (including planned refurbishment and small repair works caused by leaks, floods and fire) • Internal decoration works (including planned refurbishment and small repair works caused by leaks, floods and fire) • Provide appropriate access solutions to multi-storey high and low level areas for redecoration • Procedure for identifying and dealing with hazardous decorative coverings/coatings and adhesives • Re-decoration of fascia boarding and rain water goods • Provide work estimates to assist LCC representatives LCC estimate the majority of the works under this lot will be required during the summer months (peak). Award criteria Quality = 80 %, quality sub-criteria; 1a - Social Value = 30 % 1b - Customer Service = 70 % Award criteria Price = 20 % Window and door works will typically include, but are not limited to: • Repairs to existing window systems • Replacement window and doors • Aluminum profile systems • UPVC profile systems • Structural Curtain walling • Replacement glazing The work in this Lot will typically be of a planned nature, tendered order values will vary depending upon the size of the site, and funding however, we anticipate the order range to be between £1000 and £250,000. The majority of the work will be UPVC Window and aluminum door installations typically several elevations of a school site but the contractors should be able to undertake repairs to windows and doors at short notice if required. For larger schemes contractors will need to act as main contractors and therefore we should expect them to be able to provide evidence of completing works on school sites and a supply chain of subcontractors for asbestos and alterations to services to accommodate curtain wall schemes. Manufacturers systems are often specified and the contractors should be asked to confirm what systems they are accredited to install during the future mini-competition. Contractors will bid, via mini-competition tenders, for groups of properties within a similar geographical area for reactive repair works. Each mini-competition tender will be for a group of similar quantity of properties however, LCC reserves the right to increase or decrease this typical group size to meet local market needs. County will be split into a number of geographical areas, with one or more contractors allocated to each area, each providing back-up for adjacent areas LCC estimate the majority of the planned works under this lot will be required during the summer months (peak). Award criteria Quality = 80 %, quality sub-criteria; 1a - Social Value = 30 % 1b - Customer Service = 70 % Award criteria Price = 20 % Pest control management services will typically include, but are not limited to: • Deal with insect infestations such as the following types O Flies, O Cockroaches, O Millipedes, O Stored product insects such as moths, Lice and mites. O Silverfish, O Ants, O Fleas, O Crickets, O Bees, O Hornets O Bed bugs • Deal with rodent and small mammal infestations including O Rats, O Mice, O Grey squirrels, O Rabbits, O Foxes, O Feral cats, O Moles • Deal with Birds including O Feral pigeons, O Sparrows and O Sea Gulls • Install measures to eradicate or controlling measures LCC estimate the majority of the service under this lot will be required during the summer months (peak), historically receiving 6 to 10 calls per day. Award criteria Quality = 80 %, quality sub-criteria; 1a - Social Value = 30 % 1b - Customer Service = 70 % Award criteria Price = 20 % Drainage service and works will typically include, but are not limited to: • CCTV inspections and drain surveys, with the ability to store via a cloud based system for future review • Jetting and unblocking of drains on both reactive and planned basis • Provide reports on above and below ground drainage systems • Effluent and surface water pumping and disposal • Undertake specialist lining repairs to existing drainage • Excavate and undertake repairs to existing defective drains • Excavate and small scale civil works • Provide specialist advice on sewage treatment plants Drainage contractors are often required initially on a reactive basis. Attendance times are important and the selected companies should be of a reasonable size able to attend multiple sites within a day. Contractors will bid, via mini-competition tenders, for groups of properties within a similar geographical area for reactive repair works. Each mini-competition tender will be for a group of similar quantity of properties however, LCC reserves the right to increase or decrease this typical group size to meet local market needs.
