Tender description

The Environment Agency requires 2 or more contractors to provide central management and coordination services for ~170 Air Quality Monitoring sites (split into one group of ~154 and one group of ~16) and to provide quality assurance quality control services (QAQC) for these sites. The sites are collectively known as the Automatic Urban and Rural Air Quality Monitoring Network (AURN) (~154 sites) and the Automatic London Network (~16 sites). This network provides national monitoring arrangements including those areas covered by Defra, Scottish Government, Welsh Government and Department of Agriculture Environment and Rural Affairs in Northern Ireland collectively known as the devolved administrations. Management of the national network air pollution monitoring sites throughout the United Kingdom (UK), the automatic collection and retrieval of data from these sites and forward passage of data to a separate Defra contractor for website dissemination, and to the QAQC contractor for ratification. The contractor will be required to undertake management of Agency assets, communication with instruments, relocation of replacement sites (involving minor construction project work), management of on-site local site operator duties and equipment support for operational running and health and safety management for the safe running of the network. Health and safety management of the network is required. This contract has responsibility for quality assurance and quality control and ratification of data from the ~154 sites on the AURN network prior to ratified data transmission to the Data Dissemination Data (DDU). Included in this work is the requirement for 6 monthly on site audit checks of analyser performance. The contractor is also responsible for the health and safety coordinator role for UK-air. Management of the London and South East based AURN network for ~16 air pollution monitoring sites. Includes the collection and retrieval of data from these sites and forward passage of data to a separate Defra contractor for website dissemination and to the QAQC contractor for ratification. Most of the data is collected from affiliated local authority partner sites. The contractor will manage some of the Agency analyser assets co-located at these sites. This contract has responsibility for quality assurance and quality control and ratification of data from the 16 sites on the ALN network prior to submission to the Data Dissemination Data (DDU). Included in this work is the requirement for 6 monthly on site audit checks of analyser performance. This contract has responsibility for Ozone interim 6 monthly calibration services for the ozone monitoring sites on the AURN and ALN (and reporting data to the QAQC main contractor) and undertaking interim 6 monthly rural LSO duties on specified rural sites during the ozone calibration round.
