Tender description
This Prior Information Notice (PIN) is for information only to raise awareness and commence market engagement in order to determine what the current industry landscape is at the moment. Following review of North Lanarkshire Council’s (NLC) previous proposal to facilitate the design, construction and operation of a Waste Transfer Facility within the existing infrastructure at Auchinlea Landfill Complex at Carlisle Road, Cleland, PIN Notice published 2nd December 2019 (PCS Reference DEC373662), decision has been reached to continue with the proposed facility albeit at the Council’s alternative site located at Dalmacoulter Landfill Site, Stirling Road, Airdrie. To this end, it is our intention to re-engage with the market and have further dialogue with interested parties in the form of one to one sessions, to discuss in more detail the revised project and view the alternative site. To formally record a note of interest and to confirm acceptance to attend a one to one session with NLC representatives, please email Tom McGowan at mcgowant@northlan.gov.uk On recording a note of interest by Friday 9th October 2020, the venue, date and time of the session shall be provided to those interested parties when they contact Tom McGowan on the aforementioned details. The successful contractor shall be identified via a regulated procurement process, which shall include the identified contractor being responsible for the detailed design, completed construction of the facility, ensuring compliance with all statutory authority requirements including but not limited to, building warrant, roads, utilities diversions and connections, waste management licensing, etc. and operation of the facility including receiving, sorting, processing and supply to appropriate market outlets of paper and card materials; general residual waste from the Council’s Household Waste Recycling Centres; and items of Bulky Household Waste, (Non WEEE items), from the Council’s Special Uplift Service. An application to secure Planning Permission is currently being submitted with the anticipated determination expected in January 2021 for the alternative site. It is also anticipated that the operational facility shall be provided to the successful contractor on a leased basis, with the anticipated lease period being circa. 20 – 25 years.
