Tender description

Following a 12-month delay to the procurement project, Lincolnshire Community Health Services NHS Trust, herby known as the Trust, is seeking professional advice and analytical support to help scope its formal spending proposal (bid) to NHS Lincolnshire Clinical Commissioning Group for the provision of NHS111 services across the county. This brief outlines the role that a professional advisor (with data analysis input) is expected to fulfil in order to support the Trust with preparing and advising on how to develop a compelling bid and implement an NHS111 service. The Trust is looking for provide professional advice and key insight on how to implement an NHS111 service. The development of a clear roadmap is required as well as the undertaking of a gap analysis. The fundamental requirement is to support the Trust with scoping the potential coverage in terms of service requirements and the scale of change required to improve the current NHS111 service that is serving the local population. In particular, the role will be expected to perform and be measured on the following tasks: • identifying and interrogating the existing NHS111 data relevant to Lincolnshire and then provide data analysis expertise on how the Trust translates the data to inform the decision making process during and beyond tender preparation, • providing expert advice on how to structure the roles and responsibilities required to scope and implement an NHS111 service, specifically identifying the capacity and capability gaps of the Trust, • providing expert advice on how to ensure appropriate mechanisms are in place to respond to a major incident as expected of an NHS111 service provider, • providing expert advice on how to fulfil any obligations set down in legislation for business continuity within NHS111 services, • demonstrating problem solving, excellent written and verbal communication skills for the purpose of producing reports and presentations for specialist and non-technical audiences, • enable the Trust to understand the IT implications to deliver this work, • demonstrating experience of working in a fast-pace environment; conducting and interpreting complex analysis; investigating and resolving any data quality issues. The role will report directly to the Head of Clinical Service for Urgent Care and the Head of Strategy and Planning whom are key stakeholders within the Trust Lincolnshire NHS111 Service Project Group. The individual will also be required to attend all Lincolnshire NHS111 Service Project Group meetings, where the need to produce reports and perform presentations may be required, as well as all subsidiary working group meetings held by the Finance and Business Intelligence Directorate.
