Tender description
It is a statutory requirement as a Local Authority to regularly review and assess air quality in our area under the Environment Act 1995. Local Air Quality Management (LAQM) is a statutory process by which we as a local authority monitor, assess and take action to improve local air quality (https://laqm.defra.gov.uk/). South Cambridgeshire District Council (SCDC) is a rural district undergoing a significant growth. Future developments are to be largely residential and reliant on road-based transport for travel and commuting to the city, London and the surrounding area. SCDC operates 3 automatic monitors with a combination of Nitrogen Dioxide (NO2) and Particulate Matter (PM10 and/or PM2.5). The details of the existing three Monitoring Stations are as follows; • Site 1 – Impington Site, A14 Equipment: T200 NOx Analyser, BAM PM10 Analyser • Site 2 – Girton Site, Huntigdon Road Equipment: M200E NOx Analyser, BAM PM10 Analyser, BAM PM2.5 Analyser • Site 3 – Orchard Park, A14/Impington Equipment: T200 NOx Analyser, BAM PM10 Analyser, BAM PM2.5 Analyser The Council is seeking Consultants to provide a Data Management Program for the three monitoring systems as described above. These systems typically run 24/7 therefore, a concise data management and maintenance service is necessary to maximise the long-term performance of these equipment and their data capture rate. The data collected from these sites is available: • As part of the statutory annual ‘Review and Assessment’ report which is submitted to DEFRA providing progress on improving air quality • Provides evidence to support the development and actions agreed in the Air Quality Action Plan • It is available within the public domain on the Council’s website for members of the public, consultants, developers and academics to access • Data is used to inform planning decisions and the development of planning policies Keywords: air quality monitoring
