Tender description

Southend Borough Council requires a suitably experienced and qualified contractor to design and manufacture the new transport system for Southend on Sea Pier. This will include design, development, assembly, installation and operation of the new transport system equipment. The requirement is for the new electric train to be fully operating on Southend-on-Sea Pier from 1 April 2021. The contract end date will be 31 March 2022, following a year of operational support. Contract The scope of supply for this contract to consist of the following: — trains (in accordance with the train specification, to be developed and agreed in detail in collaboration between the successful supplier and the key stakeholders). — any infrastructure required to operate and support the trains, and the installation of such infrastructure. This includes any required modifications to existing infrastructure. — special tools and equipment required to operate, support and maintain the trains (outside of the current maintenance and support provisions), including diagnostic equipment. — training and qualification (of train operators/drivers, maintainers, and other staff as required) – such that all on-site routine maintenance can be completed by the Council maintenance team. This training should be completed on-site. — relevant documentation including, but not limited to: operating and maintenance manuals, design information (detailed mechanical and electrical drawings and schematics), training documents, end of life (disposal) information. This shall be available in electronic format. This shall be provided at maintainable unit level. — inventory of all materials at maintainable unit level, including: part/serial numbers, supplier/manufacturer, identification of any materials that require special handling and disposal, recommended spares holding of each. — development of safety management system and other safety information in line with the applicable ROGS. — delivery, installation and commissioning of the new trains (including the development and approval of a construction plan, as required).
