This is a Prior Information Notice to alert providers that sometime in the near future we may be tendering for Complex Needs services. This notice does not guarantee that the council will do so and responding to it does not guarantee work. The council is seeking delivery partners to provide accommodation with care (non-personal care) and support for a cohort of people with complex needs. The council is seeking delivery partners to provide accommodation with care (non personal care) and support for a cohort of people with complex needs. The cohort and aims of the service are detailed below. We would like to ensure that we can provide a range of good quality appropriate accommodation and care/support for a number of people. On 23 September 2020 The Council’s Cabinet approved recommendations to procure new care and support accommodation based services that will best meet the needs of a specific cohort of people with complex care, support and accommodation needs. We will expect that the accommodation is self-financing through rents. We are looking for a variety of models that will best meet the varying needs of our cohort. We will be inviting Registered Providers, or providers working with Registered Providers to respond to our Soft Market Test as part of a market engagement phase, to give you an opportunity to tell us how you think these requirements could be met and how our specifications could be further developed to go out to the market. Following the Soft Market Test, we intend to invite respondents (individually), to join us for a dialogue session. We intend to collate the information gathered from our market engagement to help shape our service specifications which will be used to go out to tender, governed by the Light Touch Regime. The intention is to go out to tender using a 2 stage process. Providers of the accommodation/tenancies will need to be Registered Providers, though partnerships/subcontracting arrangements with non registered providers would be acceptable if the landlord remains a registered provider. We will also be mandating providers to pay the Real Living Wage.
