Tender description

NHS Derby & Derbyshire Clinical Commissioning Group (DDCCG) are inviting Expressions of Interest from suitably qualified providers capable of delivering Psychiatric Intensive Care Unit (PICU) services across Derbyshire for the provision of up to 12 Male and 4 Female block beds and Spot purchase beds, to the patients registered with member GP Practices of NHS Derby & Derbyshire CCG for which they are the responsible commissioner. Commissioners are reviewing their current services in line with National guidance to abide by the Continuity of Care Principles (COCPs) (see attachment for details). Proximity to local services is crucial with regard to meeting the practical application of CoCPs. Derbyshire Healthcare NHS Foundation Trust (DHcFT) is in the process of developing minimum expectations for continuity of care from its clinicians into PICU placements for Derbyshire patients. These standards will be shared with with potential providers as they are agreed over the next two months". The CCG Commissions block beds for separate Male and Female PICU and demand remains high across Derbyshire. As such, there is need to secure additional capacity via spot purchases. Current PICU services are due to expire 31st March 2021 (initial term of contract) and there is an option to extend for up to 12 months, to support a competitive process (as required). It is a requirement to have PICU bed availability and the future aspiration is to have beds locally in Derbyshire. In order for the CCG to comply with the continuity of care principles, Commissioners are seeking expressions of interest from the market to assess their interest in providing block beds commencing at the earliest from Spring 2021 and spot purchase prices for Male and Female PICU. The key aims and objectives of the Commissioners are to; • Identify level of interest from market for the delivery of Male and Female Beds and Spot purchase placements • Identify geographic placements of interested providers in regard to Derbyshire boarders to support continuity of care principles • Understand current capacity of providers • Review tariffs for occupied bed rates including observations and Spot purchase rates • Ensure that Derbyshire registered patients receive high quality care and excellent outcomes • Assess the providers' ability to achieve the minimum standard of CoCPs in line with DHcFT CoCP standards
