HS2 Ltd is responsible for developing and promoting the new high speed railway known as HS2. HS2 will initially run between London and Birmingham (Phase 1) but will subsequently be extended to link Birmingham to Manchester and Leeds (Phase 2). HS2 Ltd intends to establish a series of framework agreements for the design, manufacture, supply, installation and maintenance of station common components for the new HS2 stations to be constructed along the Phase One route. This periodic indicative notice (‘PIN’) is to alert suppliers that HS2 Ltd wishes to commence pre-procurement market engagement, including seeking responses/feedback regarding the procurement approach for the establishment of a framework agreement for the low voltage power and uninterruptible power supply systems, for the new HS2 Phase 1 stations to be constructed in London at Euston and Old Oak Common and in the Midlands at Birmingham Curzon Street and Interchange. HS2 Ltd intends to procure a framework agreement for low voltage (LV) power and uninterruptible power supply (UPS) systems for the HS2 Phase One stations; London’s Euston and Old Oak Common and Birmingham’s Interchange and Curzon Street. The framework contract is intended to be between HS2 Ltd and the single LV Power and UPS system supplier covering all four Phase One stations. Call-Off contracts for each of the station works will be entered into between the single framework supplier and HS2 Ltd’s Station contractors. HS2 Ltd’s intention is that any appropriate maintenance services are included within the framework scope and that call-off contracts for maintenance will be between the single LV power and UPS supplier and HS2 Ltd or its appointed Infrastructure Manager. The purpose of this PIN is to alert suppliers that HS2 Ltd wishes to commence pre-procurement market engagement, including seeking responses to the LV power and UPS market brief and market sounding questionnaire, available at https://www.smartsurvey.co.uk/s/LVandUPSMarketSounding. Responses to the LV power and UPS market sounding questionnaire are required by 12.00 GMT on 16 October 2020. HS2 Ltd may undertake further and other pre-procurement market consultation exercises. Initially, this questionnaire is to gauge the level of appetite within the market for the LV power and UPS systems. The responses to the questionnaire will also inform HS2 Ltd’s procurement strategy, including in relation to other packaging and lots.
