Tender description

Birmingham City Council is undertaking early market engagement activities to inform its procurement strategy to source a supplier to deliver a Hackney Carriage Rental Scheme. The supplier will be required to establish a taxi rental scheme to enable local hackney carriage taxi drivers registered to the Council to rent Ultra Low Emission Vehicles (ULEVs). The event will operate from Friday 9th October until Friday 23rd October 2020. The Council has secured funding as part of a wider package of financial support for the Birmingham taxi community for the purchase of vehicles and is seeking input from a number of potential operators of the rental scheme to shape its outline service specification. The aim of the market engagement event is to understand the deliverability of the scheme based on a draft set of service requirements which will be made available to suppliers who wish to register their interest in the exercise. Suppliers will be required to review a draft set of service requirements and meet virtually with the Council to discuss their feedback. Virtual meetings will take place from week commencing 12th October until Friday 30th October 2020. It is anticipated that the contract will be for a period of 5 years (commencing in 2021) following a formal procurement exercise to appoint a supplier. The Council will be using its free to use e-tendering system (in-tend) for the administration of this market engagement event. You will then be sent details on how to log on which will enable you to download all relevant market engagement documentation. You will also be required to provide your availability to meet with the Council during 12th and 30th October 2020. A member of the Clean Air Zone Programme will contact you to arrange a virtual meeting to discuss your feedback on the outline specification. It must be noted that this early market engagement event is not the start of a formal procurement process and no statement made by any party during the market engagement meetings will form a part of the subsequent procurement processes - participation in this market engagement exercise does not commit either party to participate in the subsequent procurement processes - participation in this market engagement exercise is not a condition of participating in the full procurement process.
