Tender description
The system though GIS Based must be capable of storage of administrative files which relate to the mapping of property. • A system compatible with, Azimap, Qgis, Map Info, AutoCAD, and Arc Gis, where data sets and mapping can be interchanged. • All data supported and transferred as per DATA MIGRATION table in this Appendix. • The provision of a direct pathway to map and digitise property from Auto CAD. Dwg format, and the reverse of this system i.e. from proposed PIR to Auto CAD. • The existing backroom procedures are maintained. (Appendix 1A.) • A functionality of the system where it can report write across data sets in the organisation, such as asset, insurance registers, and asset registers. • Uploading and updating procedure of the following layers: o Land Zoning. o Utility Layers, ESB, Irish Water, Bord Gais. o Planning points only. o Flood extents and Lidar Mapping. • Map editing functionality with layering from forward planning, Irish water, datasets, along with any utility data sets. • Field app editing and report writing functionality. • The ability to download data captured in the field on ING, ITM and local coordinate systems, such as total station datasets, and .csv files. • Coordinate manipulation functionality within the mapping function. • Mapping of high quality with the ability to utilise Osi and earth based mapping. • Ability to process multi, property transactions, such as part disposal, or multi-tenant titles. • On map live editing with a high tolerance based on OSi Boundaries. • User-friendly printing with backroom rules to allow borders and scaling applied easily. • Safe housing on the existing networks, servers, or consultation on cloud storage, with secure access to the information. • Archiving and editing rules.- Quality Assurance. • Coordination with the digital strategy of Limerick City & County Council. • Service agreements for future, running of the system. • Existing file transfer from the current systems in pace.
