Summary of the work UKEF requires a team to run a Discovery that identifies improvements to key elements of UKEF’s web presence on GOV.UK, ensuring the organisation complies with accessibility regulations and meets established user needs. Expected Contract Length Up to 2 months Latest start date Tuesday 15 December 2020 Budget Range £30,000-£50,000 (plus VAT) Pricing submission documents will be issued to suppliers who pass Round 1 and pricing will be evaluated out of 20% (in Round 2). In accordance with DOS guidance, the lowest price attracts the highest score. The quality / price ratio is 80/20 with quality submissions evaluated using the scoring range of 0-3. Why the Work is Being Done UKEF’s current digital footprint is split between GOV.UK and great.gov.uk. This project concerns GOV.UK only. Alongside the statutory publishing requirements of a government department, certain pages are key parts of the customer journey and also present accessibility and UX challenges. The supplier will focus on four key areas of UKEF's GOV.UK presence, working with internal teams to consider how we are communicating the department’s objectives, meeting GDS content and design principles, and putting a focus on users. Problem to Be Solved Run a Discovery that identifies improvements to key elements of UKEF’s web presence on GOV.UK, ensuring the organisation complies with accessibility regulations and meets established user needs. The four areas we wish to focus on are: - our products - country cover and indicators - sovereign risk premium indicator - success stories In accordance with the Framework Agreement, the evaluation for this project will be undertaken over 2 rounds, the highest scoring 3 suppliers who pass all the 'essential' skills and experience criteria will be invited to submit proposals for Round 2. The Round 2 Further Evaluation documents will be issued via the DIT Commercial email address with tenders being evaluated offline. Who Are the Users As a business I need: - to understand UK Export Finance's offer and determine my eligibility - so that I can establish whether UKEF support is appropriate for my business As an organisation I need: - to provide information and guidance for my users - to meet public sector accessiiblity regulations - to present product information in a clear and accessible way - so that customers and potential customers are clear on what we offer Existing Team The internal team will provide product manager and delivery manager support. If invited to submit a proposal, UKEF would like the supplier to suggest the make-up of the team to be provided to solve the problem, however it is estimated the team would include user research, content design and, potentially, service design - this is just for information at this stage of the procurement. There is no incumbent supplier. Current Phase Discovery Skills & Experience • Demonstrate your experience of working in user centred design teams in large and/or complex organisations (e.g. government departments) (2%) • Demonstrate your experience of creating user-focused content based that supports needs, journeys and behaviours of users (1%) • Demonstrate your experience in researching user needs around content and accessibility (2%) • Demonstrate an understanding of the new public sector accessibility regulations (1%) • Proven content design experience and paired/collaborative writing experience (1%) • Demonstrate your experience of working with the GOV.UK website and Whitehall publishing platform, including a comprehensive understanding of content types, formats and GDS style guide and design principles (3%) Nice to Haves • Provide evidence of producing trade and/or financial servcies-related content, ideally in a government context (2%) • Provide evidence of experience with the GOV.UK design system (2%) • Experience of service design and developing tools and/or services that meet the GDS Service Standard (1%) Work Location UKEF, 1 Horse Guards Road, London, SW1A 2HQ Working Arrangments Typically all work will be performed on site at UKEF's premises in Westminster, London unless otherwise agreed. However, at-the-time of-writing, government measures to reduce covid-19 are in operation and as-such, work should be done remotely and in-observance-of social-distancing and shielding-guidance. UKEF will continue to observe all government advice in-the-coming months aimed at--reducing the spread-of-the-disease. The service is being delivered against the GDS Service Manual. A Statement of Works (SOW) will be issued to define the deliverables and outcomes of the project phase for an 8 week duration. The suppliers' team will be required to work with UKEF's staff. Security Clearance CTC Level Clearance is required to work in 1 Horse Guards Road unescorted. Due to the short length of the contract, we will not facilitate the clearance process for any supplier resources that do not hold this clearance, and those resources will have to work on an escorted pass. Additional T&Cs All expenses must be pre-agreed between-the-parties and must comply with-the Cabinet-Office Travel & Subsistence Policy. Liability Insurance: minimum level of cover £5,000,000 Professional Indemnity: minimum level of cover £1,000,000 Suppliers must be able-to-provide resources within a 2-week notice period (not-including-duration-for-security-clearance) with the necessary skills to-minimise-impact-on delivery. The initial SOW will-be-agreed-with-the-successful-supplier-following award. UKEF reserves the right to treat any-bid-which-is-caveated-by reference to the UK's relationship with the EU and / or COVID-19 as non-compliant and, as with any procurement exercise, a bidder in submitting its prices for evaluation does so in acceptance of all business risks and circumstances arising from-time-to-time. No. of Suppliers to Evaluate 3 Proposal Criteria • Approach and methodology outlined to meet UKEF's requirements (15%) • How the approach will ensure UKEF meets user and business needs, as well as accessibility requirements (10%) • The structure and experience of the proposed team (10%) • Delivery plan to deliver within the stated time frames. (10%) Cultural Fit Criteria • Be confident written and spoken communicators (5%) • Have a diplomatic approach to problem solving, using data, evidence, sound judgement to reach desired outcomes, show resilience and pragmatism (2.5%) • Have a collaborative approach, for example seeking understanding, working cooperatively, seeking mutual solutions to conflicts (2.5%) Payment Approach Fixed price Assessment Method • Work history • Presentation Evaluation Weighting Technical competence 70% Cultural fit 10% Price 20% Questions from Suppliers 1. How many people resources do you require? We estimate the team would include user research, content design and, potentially, service design. It is for the supplier to determine how the team is composed. 2. What percentage of the round 2 evaluation will be scored on presentation? Alongside the 45% written proposal, there will be an additional 10% evaluated on the presentation. These are both additional to the 10% for cultural fit, 15% for essential and nice to have requiremts and 20% for pricing.
