Summary of the work Working with the System Operating Authority you will interface on a daily basis with DE&S to assist with the delivery of an exciting IT capability based on Evergreen and Agile principles. Specialist role Delivery manager Expected Contract Length 26 weeks (130 days) up to 31 March 2020 with a further 12-week unfunded option Latest start date Thursday 1 October 2020 Maximum Day Rate £320 per day worked The post will be based entirely at a single site with minimal travel anticipated Who Speclialist Work With You will be a key member of the System Operating Authority, overseeing the integration of a bespoke network. You will work with the delivery organisation, DE&S, on a daily basis What Specialists Work On •Provide Project Support Function, interface for delivery and integration team. •Define/document project procedures in accordance with agreed methodology ensuring PM methods, standards and processes are maintained •Guide team members in the application of project procedures, disciplines, reporting standards. •Production and maintenance of project plans. •Risk management activities •Assist in maintaining the project schedule utilising inputs form all DLODs. •Maintenance of project risk register, lesson learned and change control records. •Produce project summary reports incorporating schedule progress, Risks and projections of future performance. •Communication of project information to stakeholders. •Provide Secretariat function at Project Meetings as directed by the Delivery Lead. Skills & Experience • Knowledge and experience of a formal project management methodology i.e. Prince 2 Practitioner (minimum) • High degree of computer literacy including advanced knowledge of MS Office Suite and Project • Experience of using Risk Management Tools such as Predict or @Risk • Project planning • Schedule management & progress reporting. • Risk identification & management. • Demonstrable understanding of Earned Value Management • Experience of working on IT/IS projects / programmes. • Ability to analyse, consolidate and present information from various sources. • Effective communication skills including verbal, written and presentation skills. • Demonstrated willingness to be flexible and adaptable to changing priorities. • Strong multi-tasking and organizational skills. Work Location Hereford Working Arrangments 40 Hours per week (Mon – Fri) – 8 hour day Potential for infrequent unsociable hours due to travelling time to other locations. Yes, however they will be leaving on the 7th August 2020. 2. The rate is low for a DV cleared specialist, is there room for negotiation on rate or would the organisation consider an SC cleared specialist? The Maximum Day Rate for the Project Support Officer is as advertised:£320 per 8 hour day worked and applicants are required to have MOD DV clearance on day 1 of the appointment. SC can not be considered 3. We presume that this role is outside of IR35 as it has been released through DOS. Can the Authority confirm whether this is correct? The changes to the off-payoll rules due to come into effect on 6 April 2020 have now been delayed until April 2021. This is because of the spread of the coronavirus (COVID-19) pandemic and is to help businesses and individuals deal with the economic impact of COVID-19.However it was deemed this role was outside IR35. 4. Would you consider sponsoring DV clearance for a candidate if their clearance has recently expired? Unfortunately we aren't able to do this. 5.
