Tender description
The aim of the Housing Related Support programme is to support individuals and families who are at risk of becoming homeless and provide support to prevent and relieve homelessness. The Authority is proposing a change to the current contract arrangement and feel it is important to discuss these proposed changes with the market to ascertain their view prior to going out to tender. The Authority is committed to delivering Housing Related Support (HRS) in some form within North East Lincolnshire. The overriding aims of housing related support provision are: — to provide housing related support (HRS) within North East Lincolnshire to enable people to access and maintain their own accommodation; — provide vulnerable people with the tools and skills to move to and maintain independence, reducing reliance on statutory services. This lot is for HRS for clients with complex needs. To be considered to have ‘complex needs’ there must be a combination of at least four of the following factors: 1) a history of repeat homelessness (3 or more applications for housing related support and/or homelessness assistance in the last 2 years); 2) acute mental distress (e.g. diagnosed mental health condition, and/or a history of self-harm, suicide attempt(s)); 3) substance/alcohol dependency; 4) history of offending; 5) street sex workers; 6) having been in local authority care; 7) vulnerable to exploitation; 8) at risk of self-neglect; 9) experienced domestic abuse; 10) current involvement with adult or children’s’ social care services regarding safeguarding concerns. The overriding aims of housing related support provision are: — to provide housing related support (HRS) within North East Lincolnshire to enable people to access and maintain their own accommodation; — provide vulnerable people with the tools and skills to move to and maintain independence, reducing reliance on statutory services. This lot is for HRS clients with general needs. General needs housing related support is provided on a short-term basis of 18 months to: — those experiencing domestic abuse; — those whose tenancy is at risk of failing; or — to those who may require assistance to access accommodation.
