Tender description
Westminster City Council (‘the Authority’) will be embarking on the procurement of the provision for kerbside parking, traffic enforcement and associated services in the next couple of months. The current kerbside management contracts — business processing and technology and the people and resources contracts have been extended while the procurement exercise to reprovision the service is being undertaken. This market engagement is being conducted in order to gain a better understanding of the solutions available in the market. This would inform our service requirement specifications, final lot configurations and contractual agreements. Parking solution that allows drivers to book, pay for and extend their parking session through their mobile phone or via an app. The scope of requirements and nature of procurement will be informed by the information gathered through this early market engagement exercise. Business processing solution will provide an end to end service, covering multi-channel customer contacts and back-office processing The solution will include: • business processing Penalty Charge Notice (PCN)/Fixed Penalty Notice (FPN) solution: processing multi-channel payments, general/specific PCN query, processing of correspondence at all stages of challenge/representation including Debt and Appeal stages. • permission processing: processing applications, payment, general enquiry and specific application query for multiple types of permits (e.g. Resident) and suspensions, etc. • camera Enforcement: issue of PCNs • complaints: processing parking and highways freedom of information, Stage 1s, Local Govt Ombudsman, Litigations, Councillor, Civil Enforcement Officer, high level complaints, first level complaints. • general parking queries: parking (lines, bays), disabled parking, visitor, etc. The scope of requirements and nature of procurement will be informed by the information gathered through this early market engagement exercise. Provision of integrated systems/applications to enable parking services deliver one customer view through a customer relationship management system. All cashless parking sessions, Penalty Charge Notices (PCN)/Fixed Penalty Notices (FPN), permit and suspension information would be available real-time on the handheld device for on street marshals to issue accurate PCNs and for back office processing. Multiple self-service: make payments, applications, query and PCN challenge/camera footage online. The scope of requirements and nature of procurement will be informed by the information gathered through this early market engagement exercise. A flexible pool of Marshals for deployment on the street an estate to enforce. The authority's parking legislation and policies, issuing verbal warnings and where necessary issuing penalty charge notices. The requirement is to provide evidence of compliance or noncompliance of the City Council’s parking service providers. The outputs of the compliance and audit contract will be used by the City Council as follows: • to ensure that the City Council has effective financial and commercial management processes in place for monitoring parking service providers; • to audit service delivery and score the individual providers contract performance; • to assist in determining the monthly financial remuneration that each provider is due, including whether any retentions or service credits for non-performance are due; • to determine whether corrective actions are needed and to monitor progress; • to provide the City Council with recommendations and solutions for improvement. The scope of requirement and nature of procurement will be informed by the information gathered through this early market engagement exercise. The collection of and pursuance of debt arising from unpaid penalty charge notices and other parking related debt, as well as the requirement to remove, store and recycle, or dispose of abandoned and untaxed vehicles. It will also include the option for the removal and storage of problem vehicles on street that do not have warrants outstanding. A vehicle relocation service for the movement of vehicles from street to street within the boundaries of Westminster City Council. The scope of requirements and nature of procurement will be informed by the information gathered through this early market engagement exercise. The provision of the traffic enforcement camera equipment. The primary purpose of traffic enforcement cameras is to encourage compliance with moving traffic regulations to: • reduce congestion and pollution; • reduce average journey times across Westminster’s highway network, and improve the reliability of public transport; • improve road safety. Enforcement by Traffic Enforcement Cameras is the only means available to deter drivers from carrying out dangerous manoeuvres on Westminster’s roads, as these moving traffic contraventions cannot be enforced by on-street Marshals. The scope of requirements and nature of procurement will be informed by the information gathered through this early market engagement exercise.
