North of England Commissioning Support (NECS) is working for and on behalf of NHS Newcastle Gateshead Clinical Commissioning Group (the Contracting Authority and Commissioners) wish to alert the market to an exciting future service opportunity which will being shortly advertised and are at this stage seeking expressions of interest from any interested parties in order to gain a better understanding of the capacity and appetite of the market in this respect. The Contracting Authority has since December 2018, been at the forefront of pilot area project in conjunction with NHS England and Improvement North East and Cumbria of Trailblazer Mental Health Support Teams (MHST) in schools within the Newcastle and Gateshead CCG area localities and now wishes to progress in identifying suitable potential providers to take these services to the next evolutionary stage. The future service will be advertised as two lots, one lot for Newcastle (one MHST Team) and one lot for Gateshead (two MHST Teams). The anticipated financial envelope for these services GBP 642 296 per annum (Newcastle — GBP 220 164.50, Gateshead — GBP 422 131.50 ). It is important to note that this PIN is not a call for competition and as such potential providers will need to express an interest in any future tender opportunity once a contract notice is published in Official Journal European Union (OJEU) and on contracts finder. It should be noted that this PIN invites individuals and organisations to express an interest in this exercise only, and it is not a pre-qualification questionnaire, and is not part of any pre-qualification or selection process. This PIN is intended as an awareness, communication, and information gathering exercise. An expression of interest is no indication of any future commitment to participate in any future activity related to this service nor does it infer any preferential or special status on those individuals and organisations who express an interest in the exercise. In December 2018, NHS Newcastle Gateshead Clinical Commissioning Group (NGCCG) was announced as a pilot area for the implementation of Trailblazer Mental Health Support Teams (MHST) in schools. This is the third year of delivery of the government’s ambitions outlined in the Children and Young People’s Mental Health Green Paper and the NHS Long Term Plan and the second year of delivery in Newcastle and Gateshead of the MHSTs in schools and colleges. Three MHSTs operate across Newcastle and Gateshead. Support is provided to children and young people aged 5-18 years who are in education and includes those who are home schooled. Support is provided by Education Mental Health Practitioners (EMHPs). In Newcastle there is one MHST that has EMHPs working into the following schools: Kenton, Mountfield, Lemington Riverside, Stocksfield, North Fawdon, Regent Farm, St Cuthbert’s (Walbottle), Walbottle Academy, Kenton Bar, Walbottle Village, Milecastle, St Cuthbert’s (Kenton), Knop Law and Newburn Manor. In Gateshead there are two MHSTs with EMHPs working into the following schools: Heworth, the Pupil Referral Unit, Bill Quay, Oakfield, Falla Park, Kingsmeadow, Caedmon, Cheder, Brighton Avenue, Kelvin Grove, Whickham, Grace College, South Street, Swalwell, Fellside, Kells lane, the Drive, Wardley, Brandling, Dunston Hill, Riverside, Lobley Hill, Front Street, Parochial, Washingwell, Gateshead College, Harlow Green, Glynnwood, Carr Hill, Larkspur, Colegate, Windy Nook, White Mere, Lingey House. There is a particular focus in respect of schools in the Jewish Community in Gateshead. The EMPHs have been training whilst developing the service within their link schools, spending 2.5 days at Northumbria University and 2.5 days within schools per week. This training ended in January 2020 and they are now working in schools full time, providing one-to one support and sessions with small groups. In June 2020 Newcastle Gateshead CCG Executive Committee supported the proposal that a place based approach to sustainability of the MHST model would be best achieved through aligning the service with a new provider and agreed to support procurement for the MHSTs service. The service will be advertised as two Lots: one lot for Newcastle (one MHST Team) and one lot for Gateshead (two MHST Teams). The MHSTs are a developing service designed to help meet the mental health needs of children and young people in educational settings. They are made up of Education Mental Health Practitioners (EMHPs) with supervision and management provided by experienced mental health professionals. The MHSTs will work with the mental health supports that already exist, such as counselling, educational psychology, school nurses, pastoral care, educational welfare officers, VCSEs, the local authority, including children’s social care, and NHS CYPMH services. They are based across educational settings as an additional resource within a whole-system approach to promote resilience and wellbeing, support earlier intervention, enable appropriate signposting and deliver evidence-based support, care and interventions. The MHSTs should not displace or replace any support which already exists.
