Portsmouth City Council — the ‘Council’ — is seeking to establish a multi contractor framework agreement for high rise building demolition works and other related high value/complexity demolition works. Once established the framework agreement will be open to all contracting authorities within England to use. The framework agreement will be established via the invitation of tenders for the demolition of Leamington and Horatia House — two high rise residential blocks located in Somerstown, Portsmouth. Award of the framework agreement is targeted for 23 February 2021. The framework agreement will run for a period of 4 years with the option to extend by a further 4 years. A minimum of three and maximum of four of contractors will be appointed onto the framework agreement. The framework agreement will be established via the invitation of tenders for the demolition of Leamington and Horatia House — two high rise residential blocks located in Somerstown, Portsmouth. Award of the framework agreement is targeted for 23 February 2021 with commencement immediately following. The value of demolition works at Leamington and Horatia House are anticipated to be approximately GBP 5.25 million with onsite works commencing in April 2021 to be completed by May 2022. The demolition works are anticipated to include: 1) demolition of existing tower blocks to the underside ground floor slab; 2) removal and disposal of asbestos containing material from site; 3) managing site works to minimise disruption to local residents and businesses; 4) full deconstruction of each building and the removal of waste from site in compliance with environmental requirements, crushing of material onsite may be restricted; 5) backfilling/levelling the demolished area to ground level; 6) install site hoardings and site security measures; 7) removal of non-structural and structural elements of Horatia and Leamington Houses in support of the full deconstruction works. The framework agreement will run for a period of 4 years with the option to extend by a further 4 years, during which individual call-off contracts will be let on a project by project basis. There will be no upper or lower value constraints in respect of project contracts let by via the framework agreement. A minimum of three and maximum of four of contractors will be appointed onto the framework agreement. The framework agreement will be established through an OJEU advertised procurement process in accordance with ‘Restricted’ procedure as set out within the Public Contracts Regulations (2015). Following evaluation of submitted SSQ responses 3-4 contractors will be invited to tender with the Horatia and Leamington House project awarded to the highest ranking tenderer who will also be placed first on the framework agreement. All other tenderers who submit compliant bids will also be appointed onto the framework agreement. Whilst the call-off contract is specifically to address the demolition of Leamington ad Horatia House, it is envisaged the type of contractors who tender for the framework will have the capability to undertake other demolition works for lower complexity residential and office/commercial buildings from around GBP 1 million in value upwards. The framework will be available for access to all contracting authorities — local authorities, universities, health, emergency services, etc. — across all regions within England. The Council is unable to provide any accurate estimates of total value of work that may be let via the framework agreement over the total allowable term. However, total values could range over 8 years from GBP 240 million to GBP 400 million. The Council will let the agreement and associated live project works in accordance with the following programme: 1) SSQ return deadline — 6 November 2020 14.00; 2) Tender shortlist confirmed — 20 November 2020; 3) Issue ITT — 30 November 2020; 4) Tender return deadline — 22 January 2021 14.00; 6) Contract award — 23 February 2021.
