The Cambridgeshire and Peterborough Combined Authority E-Scooter Trials Market Engagement Event Background The Department for Transport has recently consulted on what rules are required to allow scooters to be trialled safely. They are a popular form of transport in many cities around the world, but currently it is illegal to use them on public roads and pavements in the UK. To support a ‘green’ restart of local travel and help mitigate reduced public transport capacity, the Combined Authority along with the Department for Transport is fast tracking trials of rental e-scooters. E-scooters offer the potential for fast, clean inexpensive travel that can also help ease the burden on transport networks and allow for social distancing. We are therefore looking for a supplier to assist us in developing our proposal to support our application to the Department for Transport. What we are looking for This is a real chance to make a transformational difference in the Cambridgeshire Peterborough region! The purpose of the market engagement event is to gather market opinion of the Combined Authority and partners potential delivery model, supplier selection method and proposal for an E-Scooter trial. The Combined Authority seeks to gain alignment with industry capability and expectations regarding procurement and delivery and ensuring that we are meeting the overall strategic objectives as set out by our Local Transport Plan. Participants should see the market supplier event process as an opportunity to inform the delivery strategy of the professional services drawing on past experiences and future challenges. Market Sounding Event The event will be informal and is designed to let you ask any questions about the process of competing (no matter how basic!), and find out how the Combined Authority will want to procure an operator or several depending on interest. The purpose of the event is to capture views in a consistent way and against a common list of questions. We have structured our thoughts as follows under 4 key topics: 1. Your interest in the project 2. Structuring the trial process 3. Barriers and enablers to delivery 4. Charging and Risk sharing 5. Procurement and Contractual considerations The virtual market sounding event will include: • Presentations by key representatives from the Combined Authority and partners from Cambridgeshire County Council, Greater Cambridge Partnership and Smart Cambridge. • Opportunities to meet other operators from across the industry • A questions and answers session • A programme for next steps and operator presentations Delivery Timescales Given the need to establish trials swiftly, we expect trials to commence between the day legal changes come into force between the end of June (legal changes are expected to take place 22 June) and the end of August 2020. The intention is for the trials to run for 12 months. Procurement & Contractual Options & Timescales Dependant of the decision made in response to this event and the decisions regarding the contractual and financial reimbursement options, the procurement will proceed as follows • A Services Contract (covered by the PCR2015) • A Concession Contract (Below threshold) In either case the CPCA will be utilising the option to run an accelerated process to facilitate the award of a contract in 4 weeks. The information and decisions from the event will be collated within 5 days and a call for competition and request to issue tenders (in accordance with the Reg. 27(5) accelerated OPEN Procedure) will be published and held open for 15 days. Standstill will then be issued for 10 days such that the process is completed in the shortest time practical.
