Tender description

London Borough of Ealing (LBE) wish to procure a dynamic purchasing system (DPS) for all age passenger transport for people with disabilities during January/February 2020, to commence in April 2020, for a duration of 5 years with 2 possibilities of 2 year extensions. It is intended that the DPS would cover procurement of services for transporting vulnerable children and adults to a variety of schools, colleges and day centres. Safety and well-being of vulnerable people is a crucially important factor in the procurement of these services. Currently LBE spends circa 7 000 000 GBP per annum. Future use of the DPS cannot be specified at this stage and volumes are not guaranteed. However as current LBE contracts for transport come to an end during 2020 and 2021, subject to governance and using a phased approach, it is envisaged that all children’s and adult’s transport routes and ad-hoc spend on taxis will be purchased via the DPS by use of eAuctions or mini competitions during its proposed lifetime. The purpose of this procurement during January/February 2020 is to establish a dynamic purchasing system (DPS) for all age transport for people with special educational needs or disabilities, enabling Ealing Council to call-off transport requirements, on a spot purchase or block contract basis. The DPS is an entirely electronic system and all call-offs for transport requirements will be made through an eBrokerage or eAuction system. (CarePlace or an alternative eBrokerage or eAuction system). Ealing Council is looking for a number of qualified providers to join the DPS through this procurement process. There is no limit on the number of providers to be admitted and additional providers can be added to the DPS during the contract period, subject to their applications meeting the quality and price requirements. Consortium bids will be accepted now and at any time during the lifetime of the DPS. The DPS will commence in April 2020, for a duration of 5 years with 1 possibility of a 2-year extension. It is intended that the DPS would cover procurement of services for transporting vulnerable children and adults to a variety of schools, colleges and day centres, as well as ad-hoc transport. The DPS would have multiple categories for vehicle types and also a separate category for passenger assistants. Safety and well-being of vulnerable people is a crucially important factor in the procurement of these services. Providers who are successful in being accepted onto the all age transport DPS will be asked to register on CarePlace eBrokerage system in the first instance. Currently LBE spends circa 7 000 000 GBP per annum on the following; — special educational needs and disabilities (SEND) home to school transport, — college transport, — adults day centre transport, — ad-hoc transport services for children and adults. As current LBE contracts for transport come to an end during 2020 and 2021, subject to governance and using a phased approach, it is envisaged that all children’s and adult’s transport routes and ad-hoc routes will be purchased via the DPS by use of eAuctions or mini competitions during the lifetime of the planned DPS. Ealing Council has a requirement to provide suitable transport to both vulnerable adults and children with special education needs or disabilities. The categories of transport we will require are below. Organisations can apply for 1 or more of the categories. The Council is seeking to commission transport services under the following 8 categories via the DPS: Category 1: car 3 rear seats; Category 2: MPV 5-6 rear seats; Category 3: minibus 7-16 seats; Category 4: coach 17-31 seats; Category 5: coach 32 +; Category 6: tail lift vehicles suitable for wheelchair/s + seated passengers; Category 7: wheelchair accessible hackney carriage; Category 8: passenger assistants (PAs).
