Tender description
Norfolk County Council is seeking services to treat and/or dispose of local authority collected residual waste, for which the statutory responsibility falls to, or is delegated to Norfolk County Council. Proposals involving the pre-treatment of waste must also include the final treatment arrangements for that waste. Proposals involving overseas treatment of waste must also include pre-treatment arrangements in the UK. The County Council has a set of waste policies that do not accept use of incineration to treat its residual waste within Norfolk but that do accept the export of waste or fuel derived from waste to locations outside Norfolk for incineration. The County Council will assess the carbon footprint of proposals as part of the evaluation process. Whilst the disposal of contract waste using landfill is acceptable to the County Council, the practice of WCA vehicles driving onto landfill cells to tip is not. Quantity or scope Norfolk County Council is required to arrange for the treatment or disposal of residual waste collected by the waste collection authorities in Norfolk and residual waste from its network of Household Waste Recycling Centres (HWRCs), or waste the statutory responsibility for which has been delegated to the County Council. Small amounts of waste collected by a County Council owned company may also come under the County Council’s control. Approximately 200 000 tonnes of local authority collected mixed residual waste is currently produced in Norfolk (not including street sweepings). Separate arrangements are in place for treatment of around 20 000 tonnes a year via an agreement with Suffolk County Council. Therefore, the scope of this procurement is anticipated to be approximately 180 000 tonnes per annum of residual waste. However, the amount will be variable over the period of the contract and this tonnage is not warranted or guaranteed. Tenders dealing with all or part of this requirement are acceptable. The scope of this procurement also covers small amounts of commercial waste that is of a similar composition to household waste, has been collected by a County Council owned company and deposited at waste transfer stations also operated by a County Council owned company. Should such waste arise, its volume is incidental relative to the overall tonnage identified above. Waste may be delivered directly by waste collection authorities or from Household Waste Recycling Centres in certain geographical areas. However, the County Council has the capability to arrange for the delivery of waste to successful tenderers via its range of current waste transfer station services. Tenderers may include the provision of a waste transfer station as part of its overall submission which must also include final treatment and/or disposal of the waste. In addition, the option to quote haulage prices from specified locations in Norfolk will be offered to tenderers in this procurement on the basis of no commitment from the County Council to enter into an arrangement where the option is provided.
