Why the Work is Being Done The IICSA run two websites (iicsa.org.uk & truthproject.org.uk) to showcase its ongoing activities, invite people to join in our work and present specific events such as public hearings. The website is at the centre of a busy communication strategy. As such, the website is very dynamic. A variety of changes are introduced regularly that require design, development, testing and user experience testing as part of the validation process. The IICSA also run a secure webform for submissions which will require support and maintenance. Problem to Be Solved The IICSA need a supplier to deliver outcomes based on user needs, Digital Service Standards and Public Sector website guidelines. The full suite of Design, Development and User Experience Testing will be needed throughout a 24 month pipeline of work that includes: 1. Develop, test/QA, deploy code and control access to all parts including the CMS. 2. Maintain, support and keep up to date all underpinning technology and associated security. 3. Manage ad hoc user research and make recommendations. 4. Maintain the style guide and provide wireframes, illustrations and functionalities for approval. 5. Support/advise and plan the eventual conclusion of the Inquiry website. 6. Support and maintenance of the secure webform for submissions. 7. Assist the inquiry for other requests as necessary. Who Are the Users As a Website Manager, I need to understand what users want from the website so that we can make their visit, not only effective (i.e they get what they need), but also accessible and user friendly (i.e they do not have any access issues and can navigate intuitively). As a Website Project Manager, I need to rely on expertise to design and develop website features so that we can showcase the IICSA activity and information in the best possible, and most accessible manner. Early Market Engagement Work Already Done The IICSA website has been live for 4 years and can be viewed at www.iicsa.org.uk The secondary site, truthproject.org.uk has been live for 2 years and is primarily used to drive participation from V&S in the Inquiry. User research has been conducted regularly. The IICSA also run a secure webform for submissions which will require support and maintenance. The IICSA have been working with an incumbent supplier for several years to undertake the delivery and maintenance of the above sites. Existing Team The main contact from the IICSA, will be the Webmaster and the Project Manager. Typically, interactions will involve the Web Editor, a Business Analyst, a Project Manager (who is also the Contract Manager), and direct liaison with the IICSA's website hosting supplier. The IICSA has a working relationship with an incumbent supplier who works collaboratively with the resources appointed by the IICSA. Current Phase Live Work Location It is anticipated that most work can be completed remotely but should work need to be done on site, the location required is London. Working Arrangments The IICSA work primarily in an agile environment. For this reason, the supplier is expected to attend regular stand up calls and regular service review meetings. The IICSA staff also work digitally and remotely, it is therefore anticipated that most discussions will be held by virtual mechanisms (call, video conference, instant messaging etc.). Security Clearance The successful supplier must have capacity to provide sufficiently security cleared staff. For resilience purposes, two appropriately security cleared staff under each role are required at a minimum. Additional T&Cs Skills & Experience Evidence of developing and maintaining websites content using Drupal, and applications using Python and Google Apps Engine. Evidence of demonstrating strict code control and adherence to formal release process. Evidence of developing and maintaining websites meeting wide compatibility needs on multiple platforms and browsers. Ability to follow Government Guidance https://www.gov.uk/service-manual/technology/designing-for-different-browsers-and-devices#browsers-to-test-in. Proven ability of managing an access control Content Management System. Experience of designing and developing a website according to user needs including usability for people with low digital skills, providing designs, imagery and illustrations based on user needs and feedback. Ability to ensure design/functionality meets Level AA of the latest Web Content Accessibility Guidelines. Ability to apply maintenance and security patches on an agreed timetable. Ability to scope, run and manage user research sessions (including participants recruitment and logistics management) and to provide written recommendations leading to successful website redesign/creation. Ability to develop 'secure by design'. Ability to provide proactive recommendations to improve website behaviour (best practice, SEO, etc.). Ability to provide content translation in Welsh. Ability to provide audiovisual media management/creation. Ability to make use of analytical reports to make recommendations about user experience and website design. Ability to adhere, design and develop in line with client’s Marketing strategies and brand management e.g. producing supporting branded material (for instance PDF, reports, templates, etc). Ability to assist with gathering and prioritising requirements. Commitment to providing support out of normal office hours on request (with sufficient advance notice). Commitment to the production of a Service Level Agreement setting out availability and response times (for both development of site and ongoing support). Experience of assisting with Social Media and Analytics management. Ability to provide a valid ISO27001 security accreditation and Cyber Essentials accreditation.
