Tender description

This is a prior information notice (PIN) only: publication and a call for competition will be conducted once the scope of work is fully defined and approved. DFID’s Evaluation Unit is currently designing the next phase of its Evaluation Quality Assurance and Learning Services (EQuALS) programme, which will directly replace the current programme. EQuALS 2 will deliver independent quality assurance of evaluation products and provide a range of specialist evaluation and monitoring technical advice in order to improve evaluation quality and usefulness across DFID and other government departments. The current programme provides staff from DFID and OGDs access to a panel of evaluation consultants with expertise covering the range of ODA thematic areas and evaluation methodologies. This panel provides short term technical advice across the programme cycle in response to the needs of programme staff. It is anticipated that the new programme will commence activities early in the 2021-22 financial year. The programme is expected to run for a minimum of 4 years, subject to available resources and sufficient demand for its services, among other criteria, and with the option for extension. The total budget for the programme will be approximately 4 700 000 GBP plus a potential additional 20 %.
