The aim of the project is to establish a new framework, open to all local authorities in the UK, for an early payment programme provision, offered on a modular basis applicable either to authorities without an existing programme, wishing both to implement and operate and authorities with an existing programme, wishing to continue to operate such a programme. The Framework will include: - 1st Generation – Implementation and Operation 2nd Generation – Continued Operation Keywords: Early Payment Scheme
