Why the Work is Being Done DIT are looking to review a longstanding government grant programme, the Tradeshow Access Programme, which provides financial support to SMEs to grow exports and enter new markets. This programme supports HMG's broader Export Strategy. We are looking for a team to conduct a discovery to explore how to enhance this service, looking end-to-end at the application process with best use of digital, data and technology in mind. Problem to Be Solved The Tradeshow Access Programme (TAP) helps businesses gain market knowledge through attendance at overseas trade shows and conferences. DIT are looking to conduct a discovery to explore how to enhance this service, looking end-to-end at the application process. To this end, DIT needs a team to: • unpack and articulate user needs • work with the programme team to refresh the vision for the service (as part of the wider export support ecosystem) • map DIT’s existing as-is end-to-end TAP process in detail • produce a draft to-be blueprint for the service • identify and cost options from a digital, data and technology enabler perspective Who Are the Users The Tradeshow Access Programme is used by businesses in the UK. Applications are handled by DIT and partner organisations. Early Market Engagement Work Already Done A light touch pre-discovery has been conducted. This information will be shared with shortlisted suppliers at the second stage Existing Team The supplier will be working with a number of teams across DIT and its partners - a working group with representatives from these teams will steer the project Current Phase Discovery Work Location Windsor House, 50 Victoria Street London Working Arrangments The supplier will need to work between Windsor House and 3 Whitehall Place. Security Clearance All Supplier resources must meet the Baseline Personnel Security Standard (BPSS). Additional T&Cs Skills & Experience Experience of transforming transnational services, specifically services that require an both a funding application and back office assessment of said application Extensive experience of delivering discoveries in line with the Government Service Standard - including the identification of user personas and delivery of evidenced and prioritised user stories Extensive experience of conducting user research / business analysis / service design activity to improve system or process effectiveness Specific experience in delivering services that comply with legal accessibility standards Extensive experience of delivering user journey mapping/blueprinting Nice to Haves Experience of working on services that involve due diligence checks on businesses. Experience of developing and supporting government systems with businesses as the primary customer No. of Suppliers to Evaluate 3 Proposal Criteria Describe your approach to conducting this discovery & design phase, detailing key milestones, what your discovery report will look like, and how the outcomes can be used in future stages. Describe the multidisciplinary agile team that will be conducting this work Describe any risks/dependencies your foresee in the delivery of this project, as well as recommended mitigation actions. Cultural Fit Criteria Demonstrate your ability to deliver in an open, collaborate, agile way according to the principles outlined in the Government Service Design Manual.
