Tender description

North of England Commissioning Support (NECS) is a commissioning support service hosted by NHS England and is managing this expression for interest exercise (EOI) for and on behalf of South Tyneside Clinical Commissioning Group. The proposed service aims to provide an additional non clinical response to people who identify as being in a mental health crisis, but where a medical response is not required. PIN for expression of interest — South Tyneside and Sunderland Crisis Service. North of England Commissioning Support (NECS) is working for and on behalf of NHS North Cumbria Clinical Commissioning Group to identify if there are any potential providers that could provide Crisis Service within South Tyneside and Sunderland. The service will be commissioned as an integral part of the current mental health system, helping individuals address non-medical crisis situations via a range of peer support and community based activities. The support offered via the specification will help to reduce demand in primary and secondary care locations, by providing support after the need for a non-medical response has been confirmed and help reduce long term access to services by improving self-reliance. Whilst there is existing crisis provision in both South Tyneside and Sunderland, the ‘South Tyneside and Sunderland Crisis Service (the Service) seeks to provide an additional non clinical response to people who identify as being in a mental health crisis, but where a medical response is not required. The expected date of commencement is 1.2.2020 and will end on 31.1.2021, (12 months). The purpose of the service is: — to provide a ‘whole person’ approach to the delivery of a crisis service, — to develop a positive patient experience and optimise mental health outcomes, — increase the proportion of people who are assisted with a non-clinical urgent mental health need, — to reduce demand on statutory urgent care resources, including repeat access, by building resilience and asset based capacity of people worked with to self-manage, — promote ‘mental health self-helping skills’, — improve the proportion of people who have a plan to improve their mental health and emotional resilience, — contribute to reducing the stigma and discrimination associated with mental ill health, — to provide safe, high quality and flexible support to people in crisis, — improving the service user’s knowledge of services and resources available to them, — support the service user to make use of peer-support and other community resources, — support the service user to access relevant statutory and third sector services, — to promote the use of lived-experience in the support of people with mental health problems, — continually develop and refine the service to meet user’s needs, — to deliver the services in close collaboration with NTW to ensure a safe and seamless experience for service users.
