Why the Work is Being Done The Bank of England’s mission is to promote the good of the people of the United Kingdom by maintaining monetary and financial stability. The Bank of England is working on its strategic plan ‘One Bank, One Mission’ which provides an ambitious agenda to transform the institution to take full advantage of the Bank’s expanded policy responsibilities. It will create a single, unified institution – One Bank – that will maximise its impact by working together across all its functions. The Bank is embarking on a new journey and looking to understand in more detail how the benefits of cloud services (public) could be secured. The Bank enjoys utilising existing hosting services as well and SaaS thanks to the Transformational programmes of One Bank Services Transformation and our Data Centre initiative. The Bank wants to access the capabilities provided by public cloud services, including the flexibility of platforms and infrastructure as a service (PaaS, IaaS), in order to be able to deliver the right environment to match the requirements of the Bank’s business now and in the future. Problem to Be Solved The Bank is seeking to improve and build upon existing capability in order to better understand best practice of identifying, configuring and delivering the optimal service that our business expects and so this opportunity is to provision these initial services to set us up for ongoing success. This is a step change for the way the Bank has hosted services in the past, but with advances in security and vendor offerings such that the Bank can see real benefits to its operations. Additionally, it is anticipated that this new operating model and approach will further improve legacy items within the estate that could be considered candidates for Cloud Adoption. Who Are the Users • Development and project teams from across the Bank requiring a cloud environment to develop, test and deploy code, on-boarding stakeholders, training and support. • Security teams: understand how the cloud will integrate to existing operational processes such as the existing and well established Security Operations Centre • Corporate Governance team: understand how optimising use of digital tools and governance as code will implement information governance compliance so staff are empowered to collaborate safely and securely. Early Market Engagement The Bank Technology team have considered existing services in the market and the characteristics of a successful delivery of a hybrid infrastructure (one that is Public Cloud, Private Cloud and internally hosted). The team have spoken to cloud providers, cloud consultants and peers within other Public Sector functions. This engagement represents the outcome of those activities. Work Already Done Nothing as yet. Existing Team The successful bidder will be required to work with Bank staff and other suppliers’ representatives. Interaction and collaborative working will be required with other suppliers who are providing contracted services within other areas of the Bank. Current Phase Discovery Work Location • Bank of England. Threadneedle St, London EC2R 8AH • Some travel may be required to other sites and supplier locations. Where resources are based at a BoE location within M25, and where infrequent travel is required to sites outside of M25, reasonable onward travel expenses will be paid, in line with BoE travel policy (excluding subsistence). Working Arrangments • The supplier will be required to collaboratively work on site up to 5 days per week to allow sufficient stakeholder engagement and support to be provided, some remote working may be possible and can be arranged ad-hoc. • Supplier costs must be inclusive of all travel time and expenses. Security Clearance All staff must have SC security clearance. Staff not in current possession of SC security clearance must be willing to undergo and capable of achieving SC security clearance. All staff must attest to the Bank of England code prior to starting work. Additional T&Cs Skills & Experience Experience of creating requirements to inform a Technology strategy. Provide an example of your experience of having delivered a Technology Strategy document, including how you measured the benefits and success Experience in user research, including having delivered engagement workshops with different levels of an organisation Evidence of delivering though a complete life cycle, a public cloud PaaS to a large organisation (with over 10 digital delivery teams hosted on the platform) Experience of developing, maintaining and operating complex operational tooling, including Kubernetes. Have demonstrable experience of setting best practices and policies, especially around microservice architecture Have demonstrable engagement with the devops community (for example, pull requests, industry conferences, meetups, existing relationships, partnerships or accreditations with major cloud vendors etc.) Have demonstrable experience of collaborative working and professional services with a client's ‘in-house’ teams, particularly those with limited experience of Agile, in Discovery and iterative development Nice to Haves Any general certifications (ISO 9001, ISO27001, Cyber Essentials).
