Tender description
Cambridge City Council (The Council) is calling for bids to fulfill its building cleaning services for the city across 3 core lots and 2 additional specialist cleaning contract lots, resulting in the following 5 lot structure as follows: Lot 1: Administration, Commercial Buildings, Community Centres and Operational Buildings; Lot 2: Public Toilets; Lot 3: City Homes Communal Areas and Sheltered Housing Schemes; Lot 4: Multi-storey Car Parks; Lot 5: Window Cleaning. Suppliers are invited to bid for 1 or more of the 5 lots, in any combination. Cambridge City Council (the Council) is committed to providing a high standard of cleaning to its administrative and operational buildings. The Council is therefore seeking the services of a supplier to provide a quality managed building cleaning service to all establishments identified to the standards set out within this specification. The aim of the cleaning service is to ensure that the areas are left in a fit state for office and other users to undertake roles in a pleasantly clean environment with waste receptacles, desks and general fabric of the space cleaned to an acceptable standard. Cleaning tasks should be undertaken to minimise inconvenience to the office users as stipulated within this specification. Lot 1 is for the provision of cleaning services for administrative and operational buildings spread across Cambridge (comprising): — the civic and other main administrative offices, — the offices located at the Council’s main depot, — a local office building for City Homes, — 4 commercial industrial/business building sites, — 3 community centres, — reception and associated areas at 4 commercial office buildings, — 5 leisure pavilions and associated facilities at varying frequencies during the playing seasons. Cambridge City Council is committed to providing a high standard of cleaning to its public toilets. Cambridge City Council is therefore seeking the services of a supplier to provide the Council with a quality managed cleaning service to all establishments identified and to the standards set out within this specification. Lot 2 is for the provision of cleaning services for public toilets (comprising): The opening, closing, cleaning (requiring multiple visits each day) and limited minor maintenance of 20 toilet blocks across the City including provision of full-time attendance services at 1 facility and part time attendance at another facility. Lot 3: City Homes communal areas and sheltered housing schemes Lot 3 is for the provision of cleaning services for sheltered housing schemes and communal areas of Council housing (comprising): — 16 sheltered housing schemes consisting of communal areas, kitchens, toilets, adapted bathrooms, laundries and associated facilities. The cleaning of individual flats/housing within the sheltered housing schemes is not a requirement under the contract, — approximately 300 communal areas of the general housing schemes consisting of floors, walls, stairs, handrails, waste facilities and associated facilities, — the cleaning of 4 other buildings, Lichfield Hall, the Lichfield Training Rooms, Lichfield Road Laundry and Ditchburn Place Laundry which are covered under the heading of ‘Miscellaneous Buildings’, — cleaning of internal and external communal windows and glazed doors, across the general housing schemes and cleaning of all internal and external windows (individual and communal) in the sheltered housing schemes. The winning supplier will be expected to work closely with the housing or sheltered housing officers in relation to keeping them informed of: —— any issues encountered while cleaning; —— reporting any breakages discovered that effect the cleaning tasks for example a broken window which is impossible to clean. The Cambridge City Council Customer Service Centre must be informed in the first instance and the relevant Housing; or —— sheltered housing informed thereafter. This specification also details the need for the winning supplier to provide quarterly reports to the appropriate area office and attend a meeting to present the report. Lot 4: Multi-storey car park Cambridge City Council is committed to providing a high standard of cleaning to its multi-storey carparks. Cambridge City Council is therefore seeking the services of a contractor to provide the Council with a quality managed cleaning service to all establishments identified within the specification relating to Lot 4. — the cleaning (including specialist cleaning of car park deck membranes as required) of the Council’s 5 multi-storey car parks across the City (with levels below ground in 3 cases) and associated facilities, — provide a regular cleaning service of multi-storey car parks in Lot 4, — provide a deep cleaning service every spring, which covers a thorough clean of the car park and a specialist clean of deck membrane coatings by use of the correct specialist cleaning materials. The locations of the membrane coatings are detailed within this specification. To also include pressure wash and scrub of all concrete and asphalt decks and ramps. Multi-storey car parks included in this lot are as follows: — Grand Arcade, — Grafton East, — Grafton West, — Queen Anne Terrace, — Park Street. Lot 5 is for the provision of window cleaning services to the majority of buildings in Cambridge City Councils ownership; these include administration, commercial buildings, community centres, operational buildings, pavilion buildings and carparks.
