Soft Market Test - Habilitation/Mobility Service for Children and Young People

Cornwall Council is undertaking a Soft Market Test for Habilitation/Mobility Service for Children and Young People. Cornwall Council has a specific duty to provide a habilitation / mobility service for children and young people with visual impairment (and other additional needs) in order to meet its statutory duties, national guidance, local strategic priorities and best practice. Accordingly, Cornwall believes there are four principal reasons for commissioning this service:- 1) To support the Council to meet their statutory responsibilities in relation to services for disabled children and young people. 2) To support the Council’s commissioning strategy to procure services where there are gaps in services for disabled children and young people. 3) To ensure that disabled children and young people are effectively supported through the transition from childhood to adulthood. 4) To break down barriers associated with disability, promote inclusion and equality of opportunity. The service will be delivered county-wide and is expected to meet the needs of children and young people aged 0-25 who are visually impaired. Although the numbers and needs of the children fluctuate, it is expected that approximately 50 children will be supported each year. Keywords: People, Mobility, Service, Children, Young, Habilitation
