Tender description

Torus seeks input from the market as to what might be the most potentially attractive way of packaging and scoping a future procurement opportunity for a legal services framework. Torus is at an early stage in the development of its proposals and is testing the market prior to formulating any formal procurement opportunity. It is anticipated that the framework for legal services will be procured in November 2020. For the avoidance of doubt, this notice is for the purpose of conducting a soft market testing exercise only, and will not formally begin the procurement or constitute any commitment by Torus to undertake any procurement exercise. Torus is seeking to align legal services across the group following amalgamation. The current annual spend for legal service (based on 2019/20) is circa GBP 1.2 million with disbursements and VAT. It is anticipated that the procurement of a framework for legal services will be commence in November 2020. The purpose of the soft market testing is for Torus to understand: • views on the proposed lot structures; • capacity and capability to deliver; • fixed fees; • innovation. ** Please refer to the documentation linked to this PIN Notice and uploaded to the Delta e-sourcing portal for full details of the exercise.
