Tender description

Summary of the work Early Supplier engagement opportunity to assist the Environment Agency's Investigation & Intelligence project with a market assessment to understand the current market offerings for a (non-police) enforcement solution. Expected Contract Length 2 years Latest start date Monday 5 October 2020 Why the Work is Being Done This is a notice for an early supplier engagement exercise whereby the Environment Agency's I&IT project team wish to engage with the market place to learn and understand whether there are suppliers in the marketplace whom are able to satisfy the problem statement below. Problem Statement: The I&IT project team have experience of point solutions for case management, intelligence management, financial investigation, evidence and surveillance management etc. We are aware of a move in the market place to offer more ensemble solutions bringing all enforcement IT tooling into a suite of matched modules and even single integrated solutions. However, we are less sighted on the current maturity of these products, and the overall fit with our (non-police) enforcement business with them, and therefore seek to establish whether this is a credible option to pursue into full commercial evaluation. Please review the Market Assessment Information & Guidance document for further information available at: https://defra.bravosolution.co.uk/web/login.html Problem to Be Solved Problem Statement: The I&IT project team have experience of point solutions for case management, intelligence management, financial investigation, evidence and surveillance management etc. We are aware of a move in the market place to offer more ensemble solutions bringing all enforcement IT tooling into a suite of matched modules and even single integrated solutions. Please advise how we should respond to this opportunity for the first and second stages of the DOS process, as it appears to deviate substantially from the standard DOS format? We note this opportunity has also been published as an OJEU notice at the PIN stage, this seems to conflict with it being released as a competitive opportunity (PQQ/ITT stages) through the DOS framework. The Digital Marketplace DoS framework is being used as another outlet to advertise this market assessment opportunity. It also seeks to establish what route to market is best for the procurement. Should DoS be identified as the best route to market a new opportunity will be set up with full requirements and evaluation criteria etc.kind regards,Alicia 2. The deadline on Marketplace is 23:59 on 7 October. In the guidance on Bravo, it is 5 October. Which is correct? The deadline is 5th October, all responses to be submitted through the Defra Bravo portal, this opportunity will be withdrawn from the DoS framework on 5th October 2020. 3. The start date appears to be before the close date. Please could you clarify. There is no official start date for this work as it will not be progressing beyond the request for suppliers to respond to the market assessment. The deadline for which is 5th October 2020 as per the information guidance. All submissions to be submitted via the Defra Bravo portal.kind regards,Alicia
