Why the Work is Being Done Information and technology play a vital role in making the right decisions to deliver our business plan and the objectives of the second Road Investment Strategy (https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/872252/road-investment-strategy-2-2020-2025.pdf). To make good decisions we need our technology to work, but ultimately, it’s the data our technology stores and processes that is used to support our decision makers. Decisions made with poor data lead to poor outcomes. This investment seeks to understand the data we need to underpin business decisions and how fit for purpose it is. If data is not fit for purpose, how much will remediations cost so that it can support data driven decision making. Problem to Be Solved We have designed and built our information management system and a proof of concept methodology for measuring the condition of our data. We now need to iterate our products, make them more accessible and embed them in our business and supply chain. We must make sure the controls we have put in place are working and achieving the outcomes we want them to. Ultimately, we want to understand the performance of our data, and where it is not supporting good decision making. Where data is not performing, we need to understand the reasons why and what it will take to remediate our data. We need to understand what the return on making investments in data will be and how these investments will provide value for both Highways England and UK plc. This will move Highways England from a position where we are finding and fixing data issues to predicting and preventing data degradation and failure. Who Are the Users Highways England staff and supply chain. As a business user I need access to data which supports business decision making so that Highways England can deliver the aims of the second Road Investment Strategy. As the Chief Data Officer team, we need to understand why the data that colleagues are using does not support their use cases and where improvements should be made. Early Market Engagement Work Already Done Over the last two years Highways England has been investing in building its data capabilities. We have delivered our information vision, strategy and roadmap. We have undertaken an initial, baseline, valuation of all our datasets to understand the value they create for our customers. We have built a proof of concept data condition assessment tool which will need to be iterated. We have also developed and published our information management system, which provide the rules by which we expect everyone to manage our data. Existing Team We have a core team of eight Highways England staff which will be the main team the supplier will work with; however, this piece of work is part of a wider delivery plan within the IT Chief Data Office, and as such other suppliers and teams within the Chief Data Office will need to be engaged.
