If the candidate fails a capability threshold question (sections 6-11 and 14) then the tender will be set aside and scored as nil. For those who pass the thresholds, the criteria for scoring will be to reach a total percentage score as follows: Price (tender) section 13- deducting 1% from 100 for every percentage point each tender is in excess of the lowest tender, prior to weighting. Quality- in accordance with the criteria and marks stated at section 12, converted to a percentage prior to weighting. The candidate may also be invited to demonstrate the model in person, at the Association’s offices, which is a requirement of the quality assessment.
