Summary of the work The accessibility audit is to follow the WCAG-EM process and provide a suitable detailed report including priority findings and recommendations to meet the AA standard, using a range of accessibility aids and browsers, including the form of words which will be required on the accessibility statement going forward. Latest start date Monday 19 October 2020 Why the Work is Being Done The audit will test the websites against the AA standard of WCAG2.1 and note where it meets AAA standard. The audit will also test to ensure the site meets the legislative requirements of the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018. Problem to Be Solved The two staff survey websites (https://www.nhsstaffsurveys.com/ and https://www.nhsstaffsurveyresults.com/) are managed by Picker Europe Ltd for NHS England and are required to comply with the legislative requirements of the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018 by 23 September or as soon as possible thereafter. Who Are the Users As a member of staff I want to know more about the staff survey and about the results for my place of work. As a manger and leader I want to know how my trust compares to others nationally and locally. Existing Team The supplier will be working for NHS England Insight and Feedback team but may also be liaising and supporting Picker Europe Ltd. Current Phase Live Skills & Experience • Have experience of auditing websites using a range of accessibility aids and browsers including JAWS, ZoomText, Dragon NaturallySpeaking, NVDA and VoiceOver • Have previous experience of similar accessibility audits for government websites • able to produce useful and relevant reports • have experience of working with experts by experience (those with lived experience of using accessibility aids as a day to day user as part of their normal lives). Work Location NHS England will not be providing an office base. The work will take place remotely using videoconferencing etc where necessary. Working Arrangments The work will be undertaken remotely although video conferencing will be available for contact. Additional T&Cs The work will be subject to the standard NHS terms and conditions. When you talk about 'working with experts by experience' please clarify exactly what are your requirements? We do not require conducting the accessibility testing with people with diverse access needs in this case but we prefer to work with organisations who regularly work with these experts by experience. This can provide a more open culture with accessibility embedded in all design and processes. 2. Scope related – There are a couple of links on https://www.nhsstaffsurveyresults.com/, which open up PDF and Excel files. Will these files also need to be audited for accessibility? Yes. 3. Can you confirm platform scope, does it include Mobile devices as well as desktops? Yes. The audit is to ensure compliance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018 which includes mobile access using smart devices. 4. Is there any constraint around accessing the Applications Under Test from any specific geographical region during actual testing? There is no constraint around testing regarding GDPR as no individually identifiable data should be available on the site, however we would prefer a supplier who is familiar with the regulatory context of the UK. 5. For each of the 2 websites in scope, please can you provide guidance on the number of page templates or page types the websites are built from and the rough number of pages that should be manually tested as a representative sample of the wider website?
