Tender description

Ministry for Foreign Affairs of Finland, Unit for Development Evaluation (hereinafter referred to as ‘Contracting Authority’ or ‘MFA’) has requested tenders for providing evaluation management service (hereinafter referred to as ‘the Service’ or ‘EMS’) as detailed in the Invitation to tender and in its Annexes. Project title and number: framework agreement for Evaluation Services 89893016 Type of assignment: framework Geographical area: Helsinki, Finland Duration: total foreseen duration of the contract is of 4 years, of which years 3 and 4 are subject to optional extension of the contract and satisfactory performance. Total framework contract value: The principal user of the service is the Development Evaluation Unit (EVA-11) of the MFA. Pursuant to the provisions put forth in the framework agreement (incl. annexes) also other units of MFA are allowed to use the service in the contract period. The total estimated framework value is EUR 5 000 000 for 4 years. The share of centralised evaluations and help desk services commissioned by the unit of development evaluation is approximately EUR 4 000 000, of which the invoicing during 1 June 2020-31 December 2020 should not exceed EUR 600 000 (excl. other units than EVA-11). With the permission of the contracting authority, the framework contract conditions and personnel may be applicable for and used by other MFA units for major decentralised evaluations (i.e. excluding project evaluations) that correspond to the expertise offered by the selected service provider. The services ordered and paid for by other units will not affect the value of the contract to be signed between EVA-11 and the service provider. The value of such services commissioned by other units of the MFA is approximately EUR 1 000 000.
